JOB DESCRIPTION AND POSITION REQUIREMENTS:


Join the Penn State University Police and Public Safety (UPPS) Department, responsible for protecting and serving over 100,000 students, employees, and visitors across Pennsylvania campuses. Our cohesive department, based in University Park, includes sworn police officers with full law enforcement authority at 22 campuses. We are looking for a dedicated individual to serve as a Lieutenant-Special Events at the University Park Campus, committed to our diverse community of students, faculty, and staff. As a member of the University Police and Public Safety team, you'll represent Penn State's commitment to diversity, equity, and inclusion. The Lieutenant role involves protecting life and property, maintaining order, engaging the community, enforcing laws and policies, promoting public safety, conducting investigations, and more.

The ideal candidate will prevent illegal activity, ensure compliance with laws and regulations, and oversee events of various scales, from small gatherings to large occasions with over 100,000 attendees. Collaboration with Emergency Management, Student Affairs, Athletics, and local law enforcement is key, along with managing event safety needs, coordinating staff, and ensuring policy adherence.

Successful candidates will possess:

  • Skills to enhance public respect for law enforcement and the University through ethical service
  • Ability to communicate effectively with diverse groups and external agencies
  • Excellent customer service, verbal and written communication, analytical, and organizational skills
  • Respect for constitutional rights and laws, maintaining high standards of conduct
  • Experience managing within a Collective Bargaining Agreement

The Lieutenant will report to the District Commander, oversee sworn and non-sworn staff, and manage daily police operations at the campus.

Responsibilities will include:

  • Performance management and training of direct reports
  • Investigations, policy implementation, and training
  • Budget and payroll oversight, compliance with laws and policies
  • Equipment and vehicle inventory management
  • Other duties as required

Minimum qualifications include a Bachelor's degree, six years of relevant experience, and Pennsylvania MPOETC Act 120 Certification.
This position requires:

  • Successful Background Investigation
  • BPAD scenario-based evaluation
  • U.S. Citizenship
  • At least 21 years of age
  • Driving requirements and related checks
  • Credit history check
