Job Opening: The Department of Environmental Protection seeks applicants for Environmental Engineer III to perform the following duties:

The Environmental Engineer III position works within the Bureau of Water Resources (BWR) Drinking Water Program. The BWR Drinking Water program is charged with regional implementation of the Massachusetts Drinking Water Regulations and the Federal Safe Drinking Water Act to ensure the protection of public health.

This position will be based in MassDEP's Southeast Regional Office (SERO) in Lakeville, MA, and will be responsible for assessing compliance with the Drinking Water regulations by: conducting sanitary survey inspections and documenting findings; reviewing engineering permit applications; reviewing water quality data reports; determining compliance with regulatory policies and standards; and other compliance and enforcement activities. This position is particularly focused on reviewing drinking water permit applications, drafting approval letters, conducting site inspections, and performing enforcement-related activities. This position additionally reviews assessments and corrective action plans, prepares and issues sampling plans, conducts associated follow-up activities, and provides technical assistance to the public and the regulated community.

Duties for this position include, but are not limited to, the following:

  1. Perform on-site sanitary survey inspections of public water systems and prepare timely inspection reports and enforcement documents.
  2. Determine compliance with the Drinking Water Regulations, compiling documentation for enforcement and compliance activities and updating tracking databases.
  3. Perform reviews of permit applications associated with drinking water facilities, including drinking water sources, treatment facilities, distribution systems, etc. Perform final inspections of facilities and draft approval-to-activate letters.
  4. Review and evaluate analytical data submitted by Public Water Suppliers (PWS) to insure they meet QA/QC standards.
  5. Prepare and issue standard enforcement documents in response to violations of the drinking water regulations and non-conformance with drinking water guidelines.
  6. Assist in reviews and interpretation of water quality data and provide technical assistance regarding water quality issues and complaints.
  7. Provide technical assistance to public water suppliers and operators on follow-up corrective action plans and enforcement actions.
  8. Implement water quality monitoring programs; tracking, logging contaminants, determining compliance.
  9. Prepare, maintain and update drinking water sampling schedules and plans.
  10. Perform technical reviews of water quality monitoring reports.
  11. Coordinate intra-agency water quality monitoring waiver determination reviews.
  12. Provide technical assistance to the general public and regulated community on drinking water issues.
  13. Provide assistance to laboratories and public water suppliers on quality assurance and quality control review of monitoring data.
  14. Update and manage the database for public water supply inventory, inspections, violations, and enforcement actions.
  15. Understand Drinking Water Operator licensing requirements and enforce the regulatory requirements.
  16. Attend meetings, conferences and trainings.
  17. Represent MassDEP Southeast Region on subcommittees.
  18. Perform related Drinking Water Program work as assigned.
Preferred Qualifications and Work Experience:
  • Experience and knowledge of MassDEP Drinking Water Regulations and guidelines.
  • Ability to read and understand engineering plans.
  • Ability to perform independent on-site inspections of public water systems.
  • Work experience interacting with the public and public officials in a professional manner.
  • Demonstrated experience and knowledge of general operations of public water systems.
  • Excellent oral and written communication skills.
  • Strong attention to detail with demonstrated ability to organize and compile detailed information.
  • Work experience demonstrating the ability to review technical correspondence, interpret, and compile results and prepare a draft written response.
  • Work experience demonstrating the ability to review and interpret drinking water quality data.
  • Knowledge and experience with managing electronic data.
  • Experience evaluating laboratory analytical procedures, methods and quality control.
  • Ability to climb ladders, navigate uneven terrain, and enter areas with limited access.
  • General knowledge of state environmental programs.
  • Ability and experience explaining complex technical concepts to the general public.
  • Ability to establish and maintain effective working relationships with coworkers and the public.
  • Proficiency using Microsoft Office 365.
  • Ability to use and manipulate Geographic Information Systems (GIS).

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
