REQUIREMENTS: Bilingual in English and fluent in Russian/Ukrainian, Burmese/Karen, or a Pacific Islander Language. Must have a valid driver's license, vehicle, and insurance to drive during business hours.

GENERAL POSITION SUMMARY:

IRCO serves the holistic needs of immigrants, refugees, and mainstream community members in Oregon. As a community-based organization, IRCO empowers children, youth, families, and elders from around the world to build new lives and become self-sufficient by providing more than 200 culturally and linguistically specific social services.

Community Education Workers are trusted members of their community who can develop positive relationships within their community and build community capacity, networks, and leadership among the community. The Community Education Worker (CEW) Program funded by Health Share Oregon is a new pilot program that will provide culturally specific social-emotional health education in young children 0-5 years old and their parents/caregivers to immigrants, refugees, and families of color in the Portland metropolitan area. Services will provide healthy development of young children, assisting young children and their parents/caregivers in becoming kindergarten-ready, and linking children and parents/caregivers to primary care providers, schools, and early interventions as needed. CEWs, are trained in the community health worker (CHW) model that have received additional training to best support families with young children ages 0 to 5-years of age. CEWs work with direct supervision from program coordinator and Home Visiting Assistant Manager to provide available health and social services information and education assistance for kindergarten and pre-school readiness in culturally and linguistically appropriate formats.

CEWs hold classes for parents/caregivers and their enrolled child(ren). This project addresses the social emotional wellness and readiness in young children.

We are looking for someone who can build trust and relationships with families and children and build connections and a sense of cohesion within diverse communities by promoting their social emotional health and helping families with referrals.

ESSENTIAL FUNCTIONS:

  • Assist families getting access to available social and educational resources
  • Work to host and prepare culturally and linguistically specific services that meet the needs of targeted communities and families with zero to 5 years old children. This could include client intakes, referrals to needed resources, offering classes for target populations, monitoring child development, conduct ASQ SE 2, and home visits.
  • Attend bi-weekly CEW team meetings, monthly check-ins, and all required collaborative trainings.
  • Complete monthly data and demographic reports for enrolled families
  • Prepare and translate educational materials (through IRCO's Language Bank) into primary languages as needed.
  • Conduct assessments with a trauma-informed, empowerment-based lens.
  • Conduct home visits with families and provide education for supporting their child(ren)s' social emotional health and awareness on available behavioral health and health navigator resources to support and promote a healthy lifestyle.
  • Facilitate communication between the health care system, early intervention, school system, and parents/caregivers including directly advocating for families and their culturally specific needs.
  • Support culturally specific, kindergarten readiness, including parent-child interactions, and parenting/caregiver education.
  • Attending partner, community and agency meetings as assigned.
  • Maintain up-to-date records (on paper and share information technology platform; ETO) and files on all families enrolled in the project.
SECONDARY FUNCTIONS:

Additional duties:
  • Support community outreach and community education regarding health and social equity.
  • Support early learning events as organized by the early learning staff.
  • Support organizational record keeping requirements.
  • Other duties as assigned by supervisor and manager.
Requirements

JOB SPECIFIC QUALIFICATIONS:

Is part of, has background, and/or experience in working with immigrant and refugee communities and understanding the cultural values and beliefs of that community.

Education: Some college coursework preferred in ECE field or related field

Experience: Minimum of one to two years of experience in early learning and/or social services, community outreach services providing early learning information, advocacy, social support, and assistance in navigating educational systems to families; AND experience working with the community being served

Certification as a Community Health Worker preferred, but not required as agency will schedule and arrange for CEW to obtain CHW training.

All CEWs will have completed, or registered for, CHW foundational training from approved training provider within 12-months of serving in the CEW Program

Bilingual in English and fluent in one of the languages listed (with the ability to communicate effectively, both orally and in writing)

Must be able to maintain strict confidentiality and follow HIPAA policies and procedures.

Ability to lead a class of parents and children from diverse multicultural backgrounds.

Self-motivation and the ability to work independently with strong analytical and problem-solving skills.

Working knowledge of Microsoft 365 software

KNOWLEDGE:

Education: Some college course work (2)

Experience: 1-2 years of experience is required (3)

Licensure, Certification: CHW certification preferred.

Additional Language Required: Russian/Ukrainian, Burmese/Karen, or a Pacific Islander language.

Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook, ETO, PowerPoint, Apricot 360/Database, and Paylocity.

Salary Description

Starting at $48,600 per year.
