Job Duties

The Virginia Department of Education seeks a

Human Resources Generalist:

Human Resources Business Partner to independently provide a range of HR functions to include employee relations management, benefits & payroll administration, and administrative and HR systems support, providing consultation in support of the agency.


Specific duties include:

Employee Relations Management:

Preventing and Resolving Employee Disputes:

Act as a mediator between employees and management to prevent and resolve conflicts and disputes in a timely and fair manner.

Proactively identify potential issues and implement strategies to foster positive employee relations.

Policy Education and Enhancement:
Educate employees and managers on existing policies and procedures, ensuring understanding and compliance. Continuously update and refine policies based on feedback and changing organizational needs to promote fairness and consistency.

Promoting Positive Relationships:
Foster positive relationships between employees and their supervisors/managers through effective communication, engagement initiatives, and recognition programs. Provide guidance and support to line managers and team members to enhance individual and team relationships.

Benefits & Payroll Administration:

Administering Benefits Programs:

Manage and oversee employee benefits programs, including health insurance, retirement plans, and leave policies, utilizing HRIS platforms for accurate administration.


Employee Education and Support:

Provide thorough guidance and support to employees regarding benefits options, eligibility criteria, and enrollment procedures, ensuring comprehension and adherence.


Regulatory Compliance and Policy Adherence:
Ensure strict adherence to regulatory requirements and agency policies in benefits administration. Conduct regular audits to maintain compliance, address any discrepancies, and implement corrective actions as necessary.

Administrative & HR Systems Management:

Efficient Administrative Support:
Assist in day-to-day HR administrative tasks, including record-keeping, documentation, and correspondence. Ensure accuracy and compliance with company policies and regulatory requirements.

HR Systems Maintenance and Support:

Provide support in the maintenance and utilization of the HR Information System (HRIS) to ensure accurate employee records, and generate reports for analysis.

Assist HR staff with HRIS functionalities to enhance user proficiency and system utilization.

Payroll Support:

Work independently with business partners to facilitate payroll processing, to include federal and state tax deductions and direct deposit.


Policy Compliance and Development Assistance:
Support in ensuring adherence to regulatory requirements and agency policies in all HR practices and procedures.

Assist in the development and implementation of HR policies and procedures, conducting audits to identify areas for improvement and ensure compliance with legal standards and industry best practices.

Stay informed about changes in legislation and industry trends to contribute to policy development and update existing practices accordingly

Minimum Qualifications

  • Demonstrated ability to independently manage multiple, complex projects, prioritizing day-to-day operations to ensure seamless workflow and timely completion.
  • Strong analytical skills, adept at swiftly interpreting data and making informed decisions
  • Comprehensive understanding of project management principles, coupled with a keen eye for detail in executing administrative tasks
  • Exceptional written and verbal communication skills
  • Outstanding customer service orientation, fostering positive interactions with employees at all levels and ensuring a supportive and inclusive multicultural workplace environment.
  • Commitment to confidentiality and discretion, recognizing the paramount importance of safeguarding sensitive employee information in fostering trust and confidence.

Additional Considerations

  • Proficiency in utilizing a range of HR software programs or a proven ability to quickly adapt and master new technologies to enhance employee engagement and streamline processes.
  • Bachelor's degree
  • Thorough familiarity with relevant employment laws and regulations, coupled with a proactive approach to staying abreast of changes, ensuring compliance, and informing employee-centric policies.
  • Certification in HR or related field: Possession of certifications such as PHR, SHRM-CP, or similar, demonstrating a commitment to professional development in HR.

Knowledge of HRIS Platforms:

Familiarity with HR Information Systems (HRIS) such as Page Up, Paycor, ADP, Workday, or similar platforms, enhancing efficiency in HR operations.


  • Previous experience in benefits administration roles, including managing health insurance, retirement plans, and/or leave policies.
