Job Description

The Oregon Health Authority (OHA), Public Health Division (PHD), Nutrition and Health Screening (WIC) program in Portland, Oregon has a fantastic career opportunity for a Fiscal Analyst 1 (FA1) position to ensure all 34 local agencies send in quarterly Revenue and Expenses reports to OSPHD on time for NSA grant, Breastfeeding Peer Counseling grant, WIC FMNP grant; follow up with local agencies on missing reports.

This is a full-time, limited duration position and is represented by a union. The duration of this position is expected to last 17 months. Limited duration positions are benefit eligible. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?

In this position, you will:

  • Review 34 local agencies' general ledger (G/L), make sure they match with quarterly revenue reports; follow up with missing GL.
  • Check the correctness of OSPHD's quarterly worksheet with LA quarterly report, and make sure the numbers match.
  • Update WIC NSA, BFPC and FMNP quarterly grant worksheet with amounts reported by local agencies.
  • Notify local agencies of the underspending, and subsequent recission of the underspending funds; we try to do this so there is time for the local agencies to make corrections and not lose funds, but workload often makes this difficult and results in local agencies not spending the full amount of funds allocated to them.
  • Update LLC payroll worksheet in September annually with new index/pca#, staff information.
  • Review monthly LLC payroll report, correct any mistakes, update LLC form.

Minimum Qualifications

A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree).

OR;

three years experience in management, policy or program analysis, or technical-level budgetary support activities.

NOTE: Agency should note preference for specific knowledge and skills related to the position in the recruiting announcement.

Desired Attributes

Familiarity with Oregon Health Authority budget and fiscal processes, including revenue and expenditure tracking and payment processes. Knowledge of federal program compliance requirements. Familiarity with WIC and Farm Direct Nutrition Programs is preferred.

Working Conditions

This position will be required to report to the designated work site for monthly in-person All Staff meetings as safety allows. This position may be requested to report to the designated work site for other in-person meetings as safety allows. When possible, two-weeks advanced notice for these meetings will be given.

Most duties of this position may be conducted remotely or at the designated work site. This position rotates with other program support staff, going into the Portland State Office building a few times per month, to provide on-site duties required to support the program.
