The Team

Our Economic Mobility and Opportunity (EMO) team works with local and state governments and policymakers, small and medium-sized businesses, community and advocacy organizations, funders, and researchers to help increase long-term economic security for people in the U.S.

earning low incomes.

Our focus population is the 47 million people ages 16 to 64 whose annual incomes are below 200% of the federal poverty level, which translates to $27,180 for an individual and $55,500 for a family of four as of 2022.

The Economic Mobility and Opportunity strategy has three pillars:

  • Making Lives Better Now: Work to address the immediate needs of our focus population by supporting the creation and use of tools that help individuals and families access safety net benefits and tax credits as well as connect employers with skilled workers.
  • Public Good Creation and Dissemination: We provide tools, insights, and resources to local governments, businesses, and organizations to help them create more opportunities for people living in poverty to achieve economic success.
  • Critical Enablers: We collaborate with government agencies, businesses, nonprofits, funders, and others to increase the flow of capital, facilitate learning, and advance shared goals in a way that builds momentum around efforts in our two other focus areas.

Your

Role
The Program Officer, Employer Engagement is responsible for

advancing the execution of an investment plan within EMO's Employer Engagement Body of Work (BOW). Areas of responsibility include supporting initiatives intended to shift employer practices and improve job quality, mobilize

additional capital from non-philanthropic sources, and improve public narratives on mobility from poverty.


A strong candidate will bring to this role a deep understanding of the incentives and perspectives of employers in the labor market, including large, mid-size, and small businesses.

You will also need strong relationship management skills to engage and collaborate with a wide variety of partners, high-level grant management skills, and experience with program monitoring and evaluation.

In the fall and winter of 2024, you will participate in the foundation's Strategy and Portfolio Review cycles, communicating the Employer Engagement BOW's impact-to-date and strategic path ahead to foundation leadership.


In addition, you may provide the team with decision analytics around key strategic issues, interpreting and applying insights from new data generated by the literature, partners, grants, and projects.

Provide

in systems approaches to advancing job quality strategically and at-scale.

Inform how a diverse range of employer- and worker-involved stakeholders takes complementary action to compel and enable employer practice change.

2.

Grant Scoping and Management
a.

Plan

, manage and execute a wide range of activities in support of strategic planning, prospect and develop complex investment opportunities, and manage grants

and external

relationships.
b.

Review

letters of inquiry and grant proposals; provide clear,

concise


and insightful written analyses and recommendations for funding, including drafting and editing proposal summaries and progress reports for existing grants for review by foundation leadership.

c.

Consult

with grantees to achieve desired impact of grants; conduct site visits when

appropriate

,

provide

technical guidance,

convene

meetings

and apply and evaluate milestone-based performance

objectives

.
3.

Measurement, Learning, and Evaluation
a.

Manage

internal processes and portfolio progress while ensuring

appropriate documentation

, grant budgeting and reporting.
b.

Track

and

communicate

impact through the development, refinement, and execution of the Employer Engagement BOW's Measurement, Learning, and Evaluation (MLE) plan. Update and

maintain

Performance Dashboards and ensure grantees are set up to provide needed data. Fulfill data requests from leadership.
c.

Partner


with other program officers to capture data and insights from grants, contracts, and partners and use these insights to interrogate team hypotheses and support better decision-making across the Public Goods portfolio.

4.

Strategy and Portfolio Reviews
a.

Assess

performance against BOW-level strategic

objectives

and impact targets.

Identify

internal and external factors informing portfolio performance, and surface key learnings and implications for future work. Articulate next-step actions for continued advancement towards BOW-level strategic

objectives

and impact targets.
b.

Work

with grantees, consultants, and other internal contributors to

maintain


a work plan and ensure needed data, insights, and deliverables are collected in time to present during Strategy and Portfolio Reviews.

Communicate internal work plans and milestones, and support grantees to meet internal deadlines set by leadership.
c.

Draft

, revise, and present content (e.g., PPT slides, memos) articulating portfolio performance, key learnings, and implications for future work to foundation leadership. Respond to follow-up questions and requests from leadership.
Your Experience
Bachelor's or other advanced degree with 5+ years of experience, or equivalent experience.

Track record engaging private sector business leaders, particularly small and medium sized businesses. Experience working with communities, the private sector, and/or the public sector to address systemic barriers to opportunity.


Experience building coalitions with diverse membership and establishing relationships to enable coalitions to use diverse experiences and talents to achieve community goals.

Excellent relationship-building and relationship management skills. Capable of building


and sustaining healthy, collaborative relationships with and among a variety of external stakeholders across areas of study, sectors and industries, and practices.

Capable of effectively engaging individual contributors and senior leadership within the foundation.

Excellent verbal and written communication skills, able to effectively synthesize information with internal and external partners and decision-makers. Capable of evaluating lessons, data, and insights from investments against strategic objectives

and drawing implications for strategy refinement and execution.

Demonstrated record of working in a collaborative fashion in a "cross-team" role.

Creative problem solver with a rigorous approach and strong quantitative analytical skills.

P referred:
Understanding of procurement processes as well as financing opportunities for businesses and how to develop high-impact capital mobilization partnerships.

Experience engaging with the financial partners (e.g., banking and finance), procurement officials, and/or service providers of these businesses.
