A Unique Opportunity:

ICMA is in search of a Senior Program Manager to contribute to a growing portfolio of programs aimed at assisting local government leaders in advancing economic mobility for their residents.

The role involves overseeing a range of technical assistance and training activities, particularly focusing on economic mobility and opportunity initiatives supported by the Foundation.

The Senior Program Manager will also play a role in various projects within ICMA's 'thriving communities' program portfolio.

Additionally, the position entails leading efforts to position ICMA for additional program support from federal agencies, foundations, and partner organizations, aligning with ICMA's mission to build more sustainable, equitable, and resilient communities.

The Senior Program Manager for Economic Mobility and Opportunity will report to the Director of Research.

Responsibilities:

  • Provide direct technical assistance to local governments and partners exploring innovative policies, practices, and partnerships for promoting economic mobility and opportunity.
  • Develop and manage partnerships with subject matter experts to enhance technical assistance activities.
  • Assist local government leaders in strategizing resource roadmaps to advance economic mobility and opportunity goals.
  • Organize workshops, educational sessions, and engagements focusing on economic mobility issues.
  • Facilitate connections with existing technical assistance entities such as the EPA's Thriving Communities Technical Assistance Centers.
  • Support the setup and execution of national events on economic mobility for local government and community stakeholders.
  • Collaborate with local officials and community leaders to address barriers to economic mobility.
  • Conduct research on best practices and trends in economic mobility and share insights with stakeholders.
  • Monitor and evaluate the impact of economic mobility activities, adjusting strategies based on outcomes.
  • Develop partnerships with academic institutions and research organizations in the economic mobility domain.
  • Represent ICMA at relevant events to showcase the organization's work on economic mobility.
  • Coordinate with internal teams on related projects to maximize synergies and innovation in community support.
  • Contribute to efforts to secure additional funding from diverse sources to support ICMA's missions.
  • Provide expertise for ICMA's research initiatives as needed.
  • Support ICMA's Global Program Management in activities related to thriving communities.

Requirements:

  • Bachelor's degree (Master's preferred) in a relevant field.
  • Minimum 8 years of professional experience, ideally with local government exposure.
  • Experience in delivering technical assistance and managing programs.
  • Proven track record in grant proposals, project management, and reporting.
  • Expertise in economic mobility domains such as community development, education, and public safety.
  • Strong communication, planning, and analytical skills.
  • Ability to work independently and collaborate effectively in a team environment.
  • Proficiency in Microsoft Office tools and virtual collaboration platforms.
  • Desirable fluency in a second language, especially Spanish.
