Job Description and Duties Under the direction of the Education Research and Evaluation Administrator I of the English Language Proficiency and Spanish Assessments Office, and working cooperatively with program offices and managers throughout the California Department of Education, the Education Research and Evaluation Consultant independently performs sensitive and complex tasks as a technical consultant for the English Language Proficiency Assessments for California (ELPAC) and California Spanish Assessment (CSA). Duties include, but are not limited to:
  • Research a variety of assessment strategies and designs to evaluate and enhance the reliability, validity, and utility of test items and test forms for the general and alternate ELPAC and CSA.
  • Participate in the design of research and special studies, monitor longitudinal analyses of test results required for improving test forms, and evaluate other aspects of the assessment system design.
  • Collaborate in the development and implementation of various methods to report results.
  • Serve as a program liaison and technical monitor of the work of contractors responsible for assessment development and administration related to the general and alternate ELPAC and CSA.
  • Serve as a liaison with individuals and organizations responsible for local testing programs, including county offices of education, school districts, and nationally recognized assessment experts.
  • Develop comprehensive requests for contracted assessments, evaluations, or research studies in compliance with applicable state contracting laws and regulations.
  • Interpret state and federal statutes regarding assessment and report on implications to management.
  • Communicate in writing and orally with members of the public and school district personnel.
  • Coordinate and provide assessment guidance to school district staff implementing the state's general and alternate ELP assessments regarding test administration, reporting, and program evaluation.
  • Prepare documents about the state's general and alternate ELPAC and CSA including, but not limited to, State Board of Education items, and responses to requests for information independently or in collaboration with professional experts in measurement, testing, statistics, accountability, English learner programs, special education, including students with the most significant disabilities, and other programs.
  • Coordinate the development of specifications for statistical analyses and reporting, and analyze and interpret data and provide reports to management and other stakeholders.
  • Oversee training provided by contractors and assist district test coordinators with the analysis of data discrepancies, test results interpretation, and reporting guidelines to ensure data is complete and accurate in accordance with established policies and procedures.
  • Participate on assigned committees or work groups related to the statewide pupil assessment system.
Working Conditions

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.
