Job Description: Enterprise Data Steward

Location: Richmond, VA (3 days a week onsite)

Overview: We are seeking an Enterprise Data Steward to apply business knowledge and technical expertise in developing tools to support data-driven decisions, report on program performance, and enhance efficiencies in daily work products and processes. The role involves developing recommendations for improvements to existing data, systems, and processes, and providing technical assistance to end users.

Responsibilities:
  • Proactively identify problem areas and facilitate collaborative problem-solving processes.
  • Manage and develop large data sets, integrating data from various sources and platforms.
  • Develop and maintain documentation for improvements to data systems and configurations.
  • Provide technical assistance for developed applications to end users.
  • Work with business units to assess and improve complex business functions and processes.
  • Develop and manage business flow diagrams and requirements documentation.
  • Lead, delegate, and motivate teams to achieve desired results.
  • Negotiate, mediate, and handle disputes equitably and diplomatically.
  • Streamline and automate business processes for efficiency.
  • Apply knowledge of database development, data management, business process improvement, and performance management.
  • Manage complex changes and implement programs, policies, and long-range goals.
  • Communicate findings and recommendations clearly and concisely.
  • Utilize Microsoft Office products, including Excel (with Pivot Tables), Access, OneNote, Word, PowerPoint, and Outlook.
Minimum Qualifications:
  • Ability to deal effectively with ambiguity and gather critical facts.
  • Skill in developing and managing large data sets and integrating data across platforms.
  • Proficiency in MS applications: Word, Excel, PowerPoint, Visio, Project, SharePoint.
  • Exceptional verbal and written communication skills.
  • Knowledge of enterprise architecture, particularly business and data architecture development and management.
  • Skills in engineering business process improvements with an emphasis on automation.
  • Competence in leading, delegating, and motivating teams.
  • Ability to assess and improve complex business functions and processes.
  • Understanding of database development, data management, business process improvement, and performance management.
  • Skill in working with business and financial information systems.
  • Ability to negotiate, mediate, and handle disputes diplomatically.
  • In-depth knowledge of state government organizations, functions, transportation systems, operations, and procedures.
Additional Considerations:
  • Knowledge of federal and state transportation regulations and policies.
  • Experience in research and evaluation principles, practices, and procedures.
  • Knowledge of transportation planning, project development, and finance.
  • Experience with large data sets and in team-based problem-solving.
  • Training, experience, or education in Engineering, Computer Science, Applied Mathematics, Information Management Systems, Technology, Communications, Business Administration, Public Administration, Information Technology, or related fields.
Preferred Skills:
  • High-level negotiation and mediation skills.
  • Effective time management skills.
  • Strong team dynamics and leadership competencies.
  • Knowledge of process engineering and re-engineering techniques.
  • Proficient use of MS Access and Excel.
