The City of Norwalk is currently seeking an experienced Public Services Superintendent to fill a vacancy in the Public Services Department.

This position involves planning and managing the day-to-day activities of staff and operations of the various sections within the Public Services Department, under administrative direction.

The Public Services Superintendent will supervise, evaluate, and participate in the work of crews responsible for a wide range of duties assigned to classes within the public services arena.

These duties include construction, repairs, and maintenance of City streets, sidewalks, curb-gutters, parks, trees, landscaping, irrigation, and City facilities such as buildings and parks.

The superintendent will also ensure that safe work practices are followed and assist the Director in the overall administration of the Public Services Department.


The Public Services Superintendent is a mid-management class position within the Public Services series and is responsible for assisting with the management of department programs, projects, and staff.

The position is responsible for managing, assigning, and overseeing the work crews and performing maintenance activities.

The classification of this position distinguishes it from the next lower classification of Public Services Supervisor as it requires the performance of crew leader level responsibilities on an ongoing basis.


The Public Services Superintendent receives direction from the Director of Public Services/City Engineer and exercises direct and indirect supervision over assigned staff.

Essential duties include but are not limited to the following:

Develops, plans, coordinates and reviews the functions of the Public Services sections; identifies work assignments, programs and projects; monitors workload and evaluates work productivity, methods and procedures.

Develops schedules and methods for performing assigned duties; maintains appropriate work records and documents which may include electronic timecards and work orders; prepares statistical and/or analytical reports on operations as necessary; plans, assigns and directs field construction; prepares and reviews location sketches for maintenance and repair projects.

Assists with planning, directing, and coordinating the Public Services Department's work plan through appropriate department staff; assigns work, activities, and responsibilities to appropriate department personnel; reviews and evaluates work crew effectiveness and productivity; identifies and resolves problems and/or issues.

Assists in monitoring the condition of the City's infrastructure, including streets, sidewalks, gutters, buildings, equipment, storm drains, water facilities, sewer collection, pool, and other related facilities and equipment for maintenance, repair, and replacement.

Assists with the preparation, management, and coordination of the Public Services Department annual budget; prepares forecasts of necessary department funds for staffing, equipment, materials and supplies as needed; recommends programs, projects and work assignments to the Director of Public Services/City Engineer; monitors and approves expenditures; discusses and resolves budget issues with appropriate staff.

Serves as a resource for department personnel, City staff and other organizations; coordinates pertinent information, resources, and work teams necessary to support a positive and productive environment.

Attends and participates in professional and community meetings; stays current on issues relative to the field of Public Services and relative service delivery responsibilities; responds to and resolves sensitive and complex community and organizational inquiries and complaints.

Participates in the development of policies and procedures; helps create and implements programs, projects, and work assignments; monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance with applicable rules, policies and procedures; participates in the selection and training of maintenance personnel; assists with motivating and evaluating assigned personnel; provides necessary training; recommends discipline procedures as is appropriate.

Provides continuous "on call" services to the public.

Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; responds to questions and concerns from the public; provides information as is appropriate and resolves public service complaints.

Establishes and maintains positive relationships with City Council Members, City Commissioners, community service groups and residents; City management and staff, and the public; assesses community needs and trends and projects demographic needs; directs appropriate department strategies.

In emergency situations or as needed manages, supervises, evaluates, and participates in the work of crews.

Responsible for the maintenance, repair, construction, and installation of maintaining City streets, parks, landscaping, pool and water, sewer and building facilities; develops and implements crew assignments; assists maintenance staff in troubleshooting and performing the more complex maintenance and repair activities.

Performs other duties as required.
Assumes responsibility for department operations in the absence of the Director of Public Services/City Engineer.

Knowledge of:


Modern principles and practices of public administration; organization, supervision and training as well as operational characteristics of a highly diversified public services program; research methods, survey and data collection techniques and interpretation of statistics; contract development and administration; municipal budget preparation and administration; principles of employee supervision, training and performance evaluation; pertinent federal, state and local codes and regulations.


Ability to:


Manage, lead, coordinate and supervise a multi-faceted, comprehensive public service program; prepare comprehensive technical reports on administrative, financial or staff matters; analyze problems and identify alternative solutions; implement recommendations that reflect consistent department wide goals and objectives; monitor service levels and direct positive change; maximize staff development including training, motivation and maintaining positive team interaction; interpret and apply federal, state and local policies, procedures, laws and regulations; communicate clearly and concisely both orally and in writing; maintain positive working relationships with those contacted in the course of work, including city and other government officials, community groups and general public.

Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary.

Example combinations include:


Four years of increasingly responsible experience in the management and development of broad-based public service and community service programs and activities.

A Bachelor's degree in Civil Engineering, Construction, Public Administration, Facility Management or a related field.
Required Licenses and Certificates
Possession of an appropriate California drivers license at the time of appointment and a satisfactory driving record.
