DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS


The City of Houston's Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive.

Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston's neighborhoods and provide true housing choice.


To achieve this vision, HCDD is seeking
Staff Analyst
(EXE) (City of Houston Liaison to Homelessness Response System) for Homeless Policy and Programs to join its team.

This position will advise the HCDD director on funding, policy, and program decisions related to homeless assistance and homelessness prevention with an emphasis on the use of federal and local funds to decrease homelessness in Houston.

Success in this position will require working across and with HCD Divisions as well as local systems including the Homeless Response Lead Agency, The Continuum of Care Coordinating Committee, more than 100 Non Profit service providers, philanthropic leaders, HPD and other law enforcement, Harris County CSD, Harris County Sherriff's Department, Harris Center and other mental health providers and others,) that impact persons experiencing homelessness, including housing, behavioral health, substance abuse, child welfare, and the justice system.

This position will act as a liaison on homelessness and represent HCDD in community discussions regarding the homeless assistance system.

  • You will assist in the development of strategic goals and policies that facilitate integration between homeless systems and affordable housing resources, increase local capacity to implement comprehensive strategies that encourage collaboration among systems, and institutionalize opportunities for persons with lived experience in homelessness and supportive housing to provide meaningful input in planning efforts in communities throughout the City.


This includes policy development and monitoring, government relations, stakeholder coordination and analysis of data compiled by internal and external stakeholders.

Major responsibilities will include, but not be limited to:
(1) compiling data and research of federal policies and procedures; (2) investigating and making recommendations for addressing issues of high complexity; (3) developing policies, procedures and master plans with both short and long-term objectives; (4) increase administrative and program-level efficiencies, thereby increasing the impact of federal funds; (5) promote the open exchange of community-based information to ensure the best outcomes; (6) and aligning available HCDD resources with the Continuum of Care community wide plan to end homelessness.

Key Responsibilities

Technical Functions_**:

  • Provide professional, analytical support to the Director's Office.
  • Assist in designing and supporting the implementation of the region's plan to end homelessness in partnership with the Continuum of Care.
  • Build and optimize HCDD organizational processes, measurement systems, and infrastructure to maximize collective impact results to end homelessness.
  • Create performance benchmarks with operational targets and milestones to ensure invested resources produce meaningful outcomes.
  • Perform program evaluation and policy analysis to ensure proper allocation and efficient use of all homelessness related resources.
  • Advise the Director regarding compliance with federal requirements regarding designated homeless funding or other funding used for homeless assistance activities.
  • Must have excellent written and oral presentations skills
  • Maintain working knowledge of federal policy, evidencebased approaches, local and national data, program and system level program design.

Coordination and Communication_**:

  • Coordinate with various HCDD divisions and City departments to ensure a seamless approach to program homelessness planning and delivery.
  • Actively participate in applicable NOFA and RFP processes related to homelessness (both applicant evaluation and solicitation creation).
  • Ensure that invested Permanent Supportive Housing development resources are aligned with system need by participating in the CoC Pipeline Committee.
  • Act as a liaison to communitybased organizations and the Continuum of Care in the development of systemwide policies and programs.
  • Coordinate systemlevel homeless activities


Communicate with elected officials, other City agencies, non-profits, developers, community groups and other stakeholders as necessary, including presenting program materials at public meetings.
