Job Description:
As aSoftware Engineer, you will analyze user interfaces, maintain hardware

andsoftware performance tuning, analyze workload and computer usage, maintaininterfaces with outside systems, analyze down times, analyze proposed systemmodifications, upgrades and new COTS.

Defines the problem, and develops systemrequirements and program specifications, from which programmers preparedetailed flow charts, programs, and tests. Coordinates closely with programmersto ensure proper implementation of program and system specifications. Develops,in conjunction with functional users, system alternative solutions.

SWE1(Developmental):


Someone that is new to the career field or occupation, such as a recent college graduate with either course related experience and/or full or part-time work experience totally less than three (3) years of experience specific to the skill.

SWE2(Full Performance):

Someone that is fully capable of delivering capabilities related to a particular skill, language, system, or technology.
Requires a minimum of three (3) years of experience specific to the skill.

Ability, training and actual work experience with the specific computer language, systems, and/or technology is significantly more important than the number of years of experience.

This is especially true with emerging technologies.

SWE3(Senior):


Someone that has extensive experience or training related to a particular skill, language, system, or technology and is capable of not only delivering a capability tied to that skill, but passing their knowledge on to others.

Requires a minimum of six (6) years of experience specific to the skill.

Ability, training and actual work experience with the specific computer language, systems, and/or technology is significantly more important than the number of years of experience.

This is especially true with emerging technologies.

SWE4(Expert):


Typically someone that is a recognized expert or certified practitioner with a particular computer language, system or technology that can not only deliver capabilities, but can mentor and train others.

Generally requires eleven (11) years of experience specific to the skill and relevant training or certifications.

Expertise, training and actual work experience with the specific computer language, systems, and/or technology is significantly more important than the number of years of experience.

This is especially true with emerging technologies.

SWE5(Subject Matter Expert):

Individual is acknowledged as a SME within the occupation and/or specific skill.
Generally, someone that is certified with the specific language, system, or technology is required.
Normally requires at least sixteen (16) years of experience specific to the skill or occupation.

However, for specific computer languages, systems or technologies, expertise with the subject matter or technology outweighs the number of years of experience.

This is especially true with emerging technologies.

SMEs shall be capable of mentoring or training other team members and sharing their expertise within and across contracts, organizational boundaries and with Customers.

SWE6(Management):


Possesses a combination of leadership and management expertise within an occupation and/or extensive technical skills or experience specific to the skill be managed.

Normally at least sixteen (16) years of experience specific to the occupation/skill being managed is required.

Years of experience as specified for each experience level (SWE1, SWE2, SWE3, SWE4, SWE5, SWE6).

Expertise, training, and actual work experience with the specific computer language, systems, and/or technology are significantly more important than the number of years of experience.

Certifications in relevant technologies are a plus, especially for higher experience levels.
Strong problem-solving skills for tackling complex issues.
Experience in Software Engineering processes and procedures.
Excellent written and verbal communication skills.

Additional Information:
General professional years of experience may be substituted for specialized years of experience, as specified for each experience level.

Subject Matter Experts (SMEs) are expected to mentor and train team members and share their expertise within and across contracts, organizational boundaries, and with customers.
