CLASSIFICATION PURPOSE AND DISTINGUISHING CHARACTERISTICS

To serve as the leader of Information Technology (IT) for the San Diego County Employees Retirement Association (SDCERA) by setting the IT vision, strategy, and policy in accordance with the mission of SDCERA, and effectively managing the collaborative vendor relationships with outsourced IT service providers.

The Retirement Information Technology Director is an unclassified management class allocated only to SDCERA.

Under administrative direction, the Retirement Information Technology Director reports directly to the Chief Executive Officer and serves as the advisor to executive management to develop and oversee a customer-focused, cost-effective IT infrastructure.

The incumbent is responsible for all aspects of SDCERA's IT environment, including all IT policies and standards.

Incumbent must have expertise with regards to managing a complete IT environment, which includes but is not limited to:

telecommunications, wide area networks (WAN), local area networks (LAN), desktops, data centers, end-user support, security, applications, image processing, and web-site security/management.

In addition, incumbent ensures vendors and SDCERA comply with the IT program directives and standards.


Incumbent is responsible for the implementation of business process reengineering (BPR) efforts, and for ensuring IT operations, applications, security procedures and projects are being adequately monitored.


EXAMPLES OF DUTIES

Essential Functions:
Formulates and administers Information Technology policies, procedures and guidelines
Facilitates strategic and operational planning
Provides project oversight
Monitors service provider performance
Facilitates business process reengineering (BPR) activities and identifies potential BPR opportunities
Measures effectiveness and/or improvement of IT initiatives
Conducts detailed reviews of major IT projects on a periodic basis
Defines and enforces minimal acceptable standard levels (MASL's) and volume as outlined in technology contracts
Reviews MASL's and reports corrective action plans for service providers
Reviews volume of work for assigned area
Monitors technology expenditures and inventory
Participates and assists in the risk assessment pertaining to IT
Advises on current technology and how it may enhance effectiveness of SDCERA operations
Identifies IT security issues and develops solutions
Coordinates information security risk assessments and verifies system integrity
Investigates security and access violations
Performs other duties as assigned

Establish and maintain effective working relationships with IT service provider staff, and senior and subordinate employees

EDUCATION AND/OR EXPERIENCE
A bachelor's degree from an accredited college or university, or certified equivalency for foreign studies, AND, five (5) years of experience that demonstrates the
ability to perform the essential functions of the classification which must include two (2) years of management or supervision.

OR,

A combination of experience and/or education as stated above.

Note:
A master's degree or higher degree may substitute for a total of one (1) year.

In order for education to substitute for work experience as indicated above, college level coursework must demonstrate progress toward a degree and may be substituted on a year-for-year basis.

License


A valid California Class C driver's license, which must be maintained throughout employment in this class, is required at time of appointment, or the ability to arrange necessary and timely transportation for field travel.

Employees in this class may be required to use their own personal vehicle.
