  • Reviews and analyzes development proposals for compliance with codes, ordinances, and standards.
  • Prepares staff reports, agendas, legal notices, etc., for various boards and commissions pertaining to planning issues in the Village.
  • Provides professional support to the Village Board, Community & Economic Development Department, as well as the Planning and Zoning Commission, and other commissions and committees regarding planning and zoning issues.
  • Serves as liaison to the Planning and Zoning Commission.
  • Provides information and assistance to the general public and developers on the development review process, zoning questions, etc.
  • Advises public and private sectors in developing new community development concepts, plans, projects, or programs.
  • Represents the Village's planning and community development interests in contact with other governmental agencies.
  • Plans, researches, analyzes, studies, sketches, and recommends proposals for longrange projects including action items identified by the comprehensive plan and subarea plans.
  • Performs a large portion of the current planning and zoning activities for compliance with codes, ordinances, and standards; reviews development proposals, prepares review comments and memos for projects to be reviewed by the Planning and Zoning Commission
  • Reviews and comment on architectural drawings and works with developers on changes to such.
  • Create and maintains database of businesses.
  • Receives, reviews and processes "walkthrough/over the counter" permits (including fences, sheds, sidewalks, driveways, etc).
  • Manages permit and inspection records, including hard files, computer files, and archived files for all zoning petitions.
  • Works with and acts as a backup to Permit Tech (Technical).
  • Indexes and maintains records to facilitate timely document retrieval. Develops forms to ensure Village department complies with legal requirements for document retention and retrieval.
  • Maintains office filing system for correspondence, reports and technical information; searches files to obtain requested materials.
  • Assists with processing Freedom of Information Act (FOIA) requests and monitor processing among other departments.
  • Maintains an awareness for proper safety procedures and guidelines and applies these in performing daily activities and tasks.
  • Assists with the general duties of the Department of Community & Economic Development
  • Assists with gathering of data for month end and yearly reports.
  • Coordinates and assists fellow employees, including technical job position, in order to maintain operational continuity.
  • Performs other duties as required or assigned.

III. Education and Training

  • Bachelor's degree in Planning, Political Science, Geography, Architecture, Public Administration, or related field; or an equivalent combination of education, experience and/or training will be considered.
  • Experience in working with the public in a customer service environment is preferred.
  • 02 years of experience in a Community Development Department, in a local governmental setting is preferred.

IV. Special Requirements

  • Requires evening hours for attendance at Planning and Zoning Commission meetings
  • Must be able to successfully pass a background screening
  • Must possess a valid Illinois State Driver's License

V. Basic Qualifications - Experience, Knowledge, and Skills

  • Considerable knowledge of office practices, procedures, and processes.
  • Effective written and verbal communication skills, including knowledge of spelling, punctuation, grammar, language style, format, proofreading and editing skills
  • Computer proficiency including: data entry and retrieval, word processing, and spreadsheets. Proficiency in various computer software programs, including Microsoft Word, Outlook and Excel.
  • Work in a fast paced environment, often requiring performance of several tasks at one time.
  • Prioritize, plan and schedule work effectively.
  • Answer questions regarding operations and procedures.
  • Must be well organized and capable of handling a variety of duties.
  • Strong organizational skills including attention to detail, problem solving and follow through.
  • Ability to make decisions according to established policy;
  • Must have the ability to perform the daily functions of the office without specific directions and supervision.
