Main Purpose of Job

The Environmental Program Manager II (EPM II) functions as the Chief of the Enforcement Division responsible for managing a statewide program related to the enforcement of water pollution control and resource conservation laws and regulations.

The incumbent in this position provides supervisory level duties to professional and technical staff members in the planning, initiating, and tracking of enforcement actions and associated compliance activities.

The EPM II is responsible for developing short and long-term plans forthe Division's operations and resources.

Staff of the Division are supervisedin the performance of activities which include reviewing and evaluatingpermittee Discharge Monitoring Reports (DMRs), Monthly Operating Reports MORs),violation reports, inspection reports, site complaints or notices of violation,and technical reports submitted by engineering consultants.

The EPM II gives direction and oversight to staff regarding thepreparation of litigation packages, administrative orders, and civil penaltyassessments to address violations of general water pollution control laws andregulations pertaining to NPDES/State discharge permits for municipal andindustrial facilities, sediment and erosion control, tidal/nontidal wetlands,industrial pretreatment, coal and mineral mines, well and septic systems,waterway construction, and dam safety.

The EPM II oversees the entry of NPDES DMR, permit, inspection, andenforcement information into the EPA Permits Compliance System (ICIS) and theDepartment's ETS database by Enforcement Division staff and the management ofthe information to assess compliance and identify potential enforcementcases.

The EPM II is responsible for ensuring that grant commitments forthe EPA 106 Grant are fulfilled, as well as coordinating enforcement activitieswith EPA, Region III as required by the NPDES delegation agreement, thePerformance Partnership Agreement, and the MDE-EPA EnforcementAgreement.

The EPM II work will involve exposure to hazardous conditions which may result in injury.
Work sometimes involves site inspections of industrial, construction sites, and wastewater treatment plants. Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Site inspections may necessitate walking over rough terrain in adverse weather conditions.

The site inspections at certain industrial facilities and construction sites may necessitate the use of personal protective equipment such as hard hats, goggles, ear plugs, safety shoes, etc.


MINIMUM QUALIFICATIONS

Education:
A Bachelor's degree from an accredited college oruniversity including 30 credit hours in engineering or the biological,environmental or physical sciences

Experience:
Five years of experience supervising a professional staff inan environmental field or experience as an environmental project managerincluding assigning tasks, setting priorities, and reviewing work products

Candidates may substitute additional experience in engineering, publicadministration or law as related to environmental health on a year-for-yearbasis for the required education.2.
