Summary

This position is part of the National Nuclear Security Administration (NNSA), Office of Nuclear Incident Response. A successful candidate in this position will serve as the Program Manager for the Joint Technical Operations Team within the Office of Nuclear Incident Response, ensuring Nuclear Emergency Support Team readiness for Countering Weapons of Mass Destruction operations and effective steady-state management and sustainment of the JTOT portfolio.

Duties

As a Supervisory Emergency Management Specialist, you will:
  • As a program manager and/or expert analytical advisor, provide expert leadership in developing and implementing short- and long-range plans and strategies that include research and development, procurement of equipment, and organization and training of response teams or groups in order to ensure adequacy of emergency response programs for and impact DOE's ability to respond to worldwide accidents and incidents.
  • Provide authoritative advice, guidance, and recommendations on the effective sustainability of highly complex emergency response programs and/or projects in both the short- and long-term. Remains abreast of changes in relevant emergency response management program goals, objectives, and criteria in order to successfully implement them in a cost-effective manner.
  • Represents DOE on intra- and inter-departmental committees and working groups for the purpose of justifying, defending, negotiating, or resolving important issues, such as reaching agreement on what actions are required, allowed, or consistent with emergency response management principles, policies, and objectives.
  • Leads and/or participates, in conjunction with DOE program offices and field elements, as a planner, player, controller, and/or evaluator for emergency exercises and drills, as well as those interagency and international exercises in which DOE/NNSA is a participant.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14. Specialized experience for this position is defined as: knowledge of effective emergency response procedures and the specialized NEST assets applicable to nuclear or radiological incident response to ensure the development, and implementation of an effective NEST response capability.

Examples of Specialized Experience:

1. Experience leading and coordinating with operational staff of federal agencies or state representatives during an emergency response.

2. Experience building partnerships and coalitions with federal, state, and/or local partner communities to fully integrate response capabilities.

3. Experience developing and applying emergency operations procedures and programs.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
