Facilities Engineering Technical Authority - Reliability Program Manager

This role, reporting to the Head of Facilities Engineering Technical Authority, involves owning the development and execution of a robust reliability program ensuring the dependability, accessibility, and maintainability of facilities, equipment, and systems throughout Biogen's global manufacturing network.

You'll take charge of driving the evolution, maintenance, and enhancement of the global Reliability Engineering program, encompassing areas like End of Life and Single Point of Failure. This includes overseeing business process ownership, best practices, standards, global program/procedure change management, and enforcement.

Collaboration with site reliability engineers to advocate for requirements and advantages, as well as monitoring overall reliability performance at an enterprise level in alignment with individual site reporting from site reliability engineers, will be a key part of your remit.

Moreover, you will craft data-driven technical analyses and/or program suggestions from fundamental reliability engineering KPIs such as mean time between failures, mean time to repair, overall equipment effectiveness, failure rate, etc.

This is a hybrid role situated in RTP, NC.

Key responsibilities include:

  • Creating and executing a global reliability program to ensure the dependability, accessibility, and maintainability of facilities, equipment, and systems internationally.
  • Leading and supervising the reliability program across all sites, offering direction and assistance to site-level reliability teams.
  • Establishing and implementing strategies for ongoing enhancement of equipment and system reliability, thereby reducing downtime and maintenance expenses.
  • Managing reliability budgets, assuring efficient resource allocation to attain program objectives.
  • Cultivating and managing associations with external suppliers and industry specialists to stay informed on emerging technologies and optimal practices linked to reliability.
  • Collaborating on data management essential for monitoring and evaluating programs with CMMS BPO and System Admin
Data Science and Ongoing Enhancement

  • Devising and executing a data-centric methodology to reliability, employing analytics, data visualization, and predictive maintenance tools.
  • Monitoring and reporting on program performance, employing key performance indicators to track progress towards program targets.
  • Guaranteeing adherence to regulatory mandates, industry norms, and company policies concerning reliability.
  • Conducting reviews, enhancements, and maintenance of Maintenance SOPs, Parts Lists, BOMs, and CMMS data integrity for existing equipment.
  • Analyzing corrective work orders in CMMS and Quality Event Metrics to recognize trends and areas for enhancement.
  • Conducting functional equivalence evaluations of spare parts.
  • Leading Root Cause Failure Analysis (RCFA) and Failure Mode Effect Analysis (FMEA).
Planning for Capital Investments

  • Collaborating with cross-functional groups to ensure the integration of reliability into the design, construction, and operation of new facilities, equipment, and systems.
  • Formulating business cases for developments necessitating investments and engaging in capital planning for reliability-related project prospects.
Qualifications

Mandatory Requirements:

  • BS in engineering (mechanical, electrical, chemical, industrial) or related facilities engineering discipline
  • 6-8 years of experience in Facilities Engineering (or relevant maintenance, facilities, engineering background) in Biotech, Pharma, or equivalent sector
  • Proficiency in Reliability Engineering / Program Management, including asset lifecycle management practices; specifically, engineering/facility best practices, reliability engineering, engineering document management, computerized maintenance management, and commissioning/qualification/validation
  • Understanding and application of PDMA, FDA, and EMEA regulations
  • Ability to influence individuals at both site and enterprise levels
  • Excellent communication and presentation skills
  • Thorough comprehension of reliability engineering analytic concepts and methods
  • Well-established network of technical leaders, peers, and stakeholders in the life science industry; active involvement in industry forums, etc.
  • Proficiency in CMMS and engineering & maintenance business practices/procedures
  • Familiarity with laboratory and pharmaceutical process support equipment
  • Proficient in computer usage, experienced with MS Office software (Word, Excel, PowerPoint) and MS Project.
  • Understanding of core engineering principles such as heat transfer, mass transfer, thermodynamics, and fluid mechanics
  • Strong interpersonal skills and adept at collaborating effectively in a team-oriented setting

Preferred Qualifications:

  • Knowledge of Reliability Centered Maintenance (RCM) and/or Total productive Maintenance (TPM)
  • Familiarity with process improvement and reliability engineering principles, methodologies, and tools like PDCA, LEAN, Six Sigma/DMAIC, FMEA
  • Membership in relevant professional/technical organizations
