THE ROLE
The Legislative and Regulations Specialist will:
Assist the Legislative Director in developing and managing legislative strategy for the Department of Consumer Protection addressing issues affecting consumer protection, drug control, gaming, liquor regulation, medical and recreational cannabis;
Provide state legislators with information to assist with development of state policy and assisting with constituent matters;
Recommend and draft legislative initiatives and collaborate on changes to regulations to implement legislation, improve procedures, and generally facilitate the operations of the department;
Canvas bills introduced in the legislature for their effect on the operations of the department;
Collaborate with other state agencies with similar areas of regulatory oversight;
Represent the department at appropriate meetings or hearings;
Serve as point of contact between the Department, other state and federal government entities and professional and trade associations and their lobbyists.
Selection PlanFor current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e. Executive, Legislative, Judicial) to the other.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing as a specialist in the legislative and regulations program.
EXAMPLES OF DUTIES
Performs specialized related duties in the area of legislation and regulation;
Reviews statutes, legislation, and regulations affecting the operation, procedures and policies of a department;
Recommends and drafts legislative initiatives;
Recommends changes in regulations to implement legislation, improve procedures and generally facilitate the operations of a department;
Researches issues or complaints and recommends resolutions or courses of action;
Establishes and maintains documentation of the department's legislation;
Canvases bills introduced in the legislature for their effect on the operations of the department;
Follows progress of critical bills hearings, and keeps department officials informed of appropriate developments in the legislation, regulations, procedures or policy;
Represents the department at appropriate meetings or hearings;
Maintains liaison with individuals in other departments, legislative committees and others as required to coordinate legislative initiatives to keep informed of developments or to provide expertise in the area of legislation/regulations;
Prepares narrative reports; coordinates and analyzes statistical data of a department or agency for the General Assembly to illustrate trends, effects and consequences of changes in statutes;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of federal and state legislative processes;
Considerable
interpersonal skills;
oral and written communication skills;
Ability to
interpret, understand application of and translate into lay language complex laws and regulations;
interpret statistical and other research data;
utilize computer software.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience with principal responsibility for the preparation, analysis and research of legislation or regulations or monitoring and coordinating of legislative activities.
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in political science or public administration may be substituted for one (1) additional year of the General Experience.
A law degree from an accredited school of law may be substituted for two (2) additional years of the General Experience.
PREFERRED QUALIFICATIONS
Experience reviewing and summarizing statutes, legislation and regulations.
Experience resolving constituent or client issues.
Experience drafting legislative testimony.
Experience preparing memos, letters and other correspondence.
Experience working with legislators of both parties.
