POSITION: Director of Federal Programs, Student Services, and Assessment

GENERAL JOB DESCRIPTION:
This person will be responsible for the application and administration of: Limited English Proficiency Program; the supervision of services provided to the schools including attendance, child accounting, assessment, counseling, and distance learning; grant writing; work cooperatively with the Director of Special Education to coordinate services to children with special needs; work cooperatively with the secondary and elementary curriculum directors to coordinate services to maintain high level of student academic achievement; developing, monitoring, direct and oversee Federal Programs.
QUALIFICATIONS:
  1. Possess a master's degree or above and have 5 years administrative experience
  2. Possess an administrative certification with endorsement for Supervisor of General Instruction
  3. Possess knowledge and experience used to establish a positive working relationship with staff, students, administrators, parents, and community
  4. Possess knowledge and experience in in WV college and career readiness standards, state policy 2510, highly qualified teacher requirements, differentiated instruction, co-teaching, and research-based high-yield instructional strategies
  5. Possess understanding of and experience in interpreting research
FUNCTIONS AND RESPONSIBILITIES:
The Director of Federal Programs, Student Services, and Assessment:
A. Programs:
  1. Prepare and administer Title III and the Limited English Proficiency Plan
  2. Apply for and administer any grants or programs that may enhance or promote education in Hancock County Schools
  3. Coordinate and assist the county five-year strategic plan and coordinate school plans
  4. Coordinate with the Assistant Superintendent in the gathering of and submittal of all personnel items related to this position
  5. Work with special education director for implementation and trainings such as co-teaching, differentiated instruction, and all student achievement initiatives
  6. Establish good public relations and employee relations
  7. Assist with the Title I grant; coordinate and monitor the Title I program
  8. Assist with textbook adoption for the elementary curriculum with Curriculum Directors
  9. Coordinate and assist with student achievement initiatives that may include, but not limited to:benchmarking, integration of writing, formative assessments, self-directed learning, research-based high-yield strategies, standards-based curriculum and reporting academic vocabulary, mapping and prioritizing the curriculum, student led conferences
  10. Maintain and upgrade professional skills
  11. Collaborate and cooperate with parent and community agencies
  12. Coordinate with technology director to promote the use of technology in distance learning classes and curriculum
  13. Promote Professional Learning Communities
  14. Assist with Teaching and Principal Academies
  15. Assist with Professional Development
  16. Coordinate all other aspects of Student Services, Federal Programs and Assessment
B. Testing:
  1. Coordinate the State Assessment Program
  2. Coordinate NAEP
  3. Assist with interim assessments and other benchmark assessments
  4. Coordinate the Dynamic Learning Maps Task Assessment (DLM) with Director of Special Education
  5. Analyze test scores and develop and coordinate a plan with all schools to use data, including Data Talks
C. Child Accounting and Attendance:
  1. Supervise the county attendance and child accounting program
  2. Maintain student records for all children living in Hancock County up to the age of twenty-one (21) including residence, school attendance zone, attendance records, progress by grades, and dropout
  3. Supervise and coordinate homebound schooling services
  4. Supervise and coordinate home schooling services
  5. Develop procedures and systems for the proper maintenance of all pupil records in various district schools
  6. Coordinate with Technology Director the gathering and submittal of all child accounting reports required by the state through WVE1S
  7. Coordinate/Assist with all Hope Scholarship applications
  8. Coordinate student enrollment
D. Public Relations:
  1. Assist with PR Duties as asked by Superintendent or Assistant Superintendent
E. Miscellaneous:
  1. Shall research and pursue grant opportunities
  2. Be the first responder to parent complaints
  3. Assist with all aspects of civil rights
  4. Shall perform any other duties as assigned by the Assistant Superintendent or Superintendent
  5. Must provide leadership and support
  6. Shall establish and implement improvement processes
  7. Shall establish positive public and employee relations
  8. Shall maintain professional work habits and attitude
  9. Shall maintain and upgrade professional skills
  10. Shall evaluate personnel
  11. Shall follow county policies and procedures
  12. Shall maintain professional appearance
  13. Assist with the development of the annual school calendar
  14. Coordinate the activities for the selection of the Teacher of the Year
  15. Prepare student handbooks, emergency cards, permanent record/health cards, etc.
  16. Shall strive to support and achieve all goals as set annually by the Hancock County Board of Education
  17. Any other assignments given by the Superintendent
EVALUATION: Performance of this job will be evaluated annually in accordance with provisions of the Hancock County Board of Education Policy of Evaluation of Professional Employees (WV Policy 5310).
