The Water Pollution Control Facility General Manager (WPCF GM) is responsible for overseeing the management and operations of the Town's water and wastewater facilities. This critical role acts as the main point of contact representing the Town of Fairfield to the Water Pollution Control Authority (WPCA). The WPCF GM collaborates with State and Federal officials, along with the Public Works Management, to ensure compliance with regulations, foster community sustainability, and protect the environment. Key Responsibilities:

  • Work directly with State and Federal authorities for regulatory compliance.
  • Implement plans for efficient waste water systems that prioritize community and environmental well-being.
  • Lead waste water collection, treatment, and resource recovery efforts.
  • Incorporate innovative and eco-friendly strategies into facility design.

General Management:

  • Engage in personnel and labor relations activities.
  • Represent the Town at various professional organizations and government levels.
  • Develop strong relationships with relevant agencies and officials.

Strategic Planning:

  • Collaborate with stakeholders to shape long-term infrastructure and environmental plans.
  • Formulate and execute future strategies for departmental growth.

Policy Development:

  • Create and enforce WPCF policies and guidelines.
  • Maintain policy compliance with laws and regulations.

Personnel Management:

  • Cultivate a skilled workforce focused on customer service and teamwork.
  • Supervise and train department employees.

Project Management:

  • Oversee all facility projects and developments.
  • Research and recommend new technologies for operational efficiency.

Fiscal and Business Management:

  • Ensure financial stability through budget management.
  • Manage funding sources for facility operations.

Citizen Involvement and Communications:

  • Coordinate public involvement programs for community groups.
  • Facilitate communication on WPCF projects with stakeholders.

Environmental Stewardship:

  • Protect the Town's environment and oversee planning for sustainability.
  • Develop action plans to address compliance needs.

Requirements:

  • Seven years of public works management experience.
  • Degree in civil engineering, public administration, or related field.
  • Proven record in fiscal management and strategic planning.
  • Experience with citizen involvement and stakeholder engagement.

Skills and Abilities:

  • Demonstrates professionalism and effective communication skills.
  • Proficient in MS Word and Excel.

Working Environment:

Work is typically office-based with occasional site visits and required evening/weekend hours. The role may involve travel to conferences and responding to emergencies.
