Job DescriptionJob DescriptionPURPOSE OF POSITION
  1. Provide outstanding staff support services in securing transmission and communication easements (distribution easements as needed).
  2. Provide real estate research for varying project needs within the Cooperative.
  3. Develop and maintain system records for all system easements.
  4. Implement a plan for contract services used in the procurement of easements as needed.
  5. Maintain a working relationship with operations department on new and existing easements.
  6. Works with the Cooperative's General Counsel and other attorneys as needed.
  7. Negotiate and procure right of way easements, facility sites, and property acquisitions necessary to provide for the expansion or improvement of the cooperative's transmission and distribution network in a cost-effective manner.
  8. As part of the Engineering Services Team, promote all areas of cooperative responsibility and goals.
ESSENTIAL DUTIES
  1. Provides outstanding service to all internal and external customers.
  2. Manages the securing and recording of right of way easements and government permits as required for communication, transmission, and distribution system improvements.
  3. Manages the acquisition of land for substation construction and/or expansion.
  4. Provides education and training to Energy Specialists, District Managers and Operations Department regarding proper easement acquisition and use of public records.
  5. Prepares easements, encroachment agreements, leases and other documents as needed under the supervision of the General Counsel.
  6. Works with legal counsel in preparation of condemnation proceedings
  7. Develops and maintains a system for recording and filing all right of way easements.
  8. Keeps informed as to the legal requirements and legislative changes related to acquisition of easements.
  9. Meets with educates and maintains good relationships with property owners.
  10. Maintains confidentiality in position responsibilities.
  11. Assists Transmission and Distribution Engineering Manager with system safety responsibility.
  12. Performs other responsibilities as assigned.
JOB REQUIREMENTS/CLASSIFICATIONS

Education: Bachelor's degree in real estate, business, public relations, or related field or equivalent experience required. Must have sufficient facility with the English language to be able to effectively communicate with members and public in one-to-one or group meetings as well as communicating with employees. Must be a Certified Paralegal by the North Carolina State Bar. Must be a North Carolina Notary Public.

Experience: Must have had at least five years of experience in real estate title research, including a search of all indexes of records to establish record ownership and reveal all other interests of record, including encumbrances or other conditions of record that may affect the interest being acquired. Practical application of technical knowledge of the general operations of a distribution and transmission electrical system with at least three years' experience in acquisition of right of way easements. Property appraisal experience desirable.

Job Knowledge and Skills: Must be able to perform in depth real estate title examinations of eighty years or more. Must possess a working knowledge of an electric utility system, preferably a cooperative system. Must be able to deal effectively with consumer-members, landowners, and the public and present a good image for the Cooperative. Must have strong verbal, written and interpersonal communication skills, with the ability to interface effectively with diverse groups of people. Must have analytical, problem solving and negotiation skills. Must be able to adapt to changing conditions and priorities. Must be able to effectively administer the Cooperative's policies and practices, especially those relating to members. Should have a service orientation and be able to relate to the members' needs and concerns.

Normal Work Hours: 8:00 A. M. to 5:00 P. M., Monday through Friday. Some after-hours work may be required.

Driver's License Requirement: Operates company vehicle (light) as job requirement. Must have current, valid vehicle operator's license at all times. Must have safe driving record (3 years).

Overtime Status: This position is nonexempt from the overtime requirements of the Fair Labor Standards Act, as amended - administrative definition.
