This Investigative Analyst position is with the Office of Professional Responsibility (OPR), Investigative Operations Directorate (IOD), Threat Mitigation and Analysis Division located in Los Angeles, CA. OPR is a part of U.S. Customs and Border Protection (CBP).

This position serves as a subject matter expert in Investigative Analysis of criminal and serious non-criminal or administrative misconduct investigations. You will use your knowledge and skill to identify sources of information, conduct research to gather data, and conduct analysis to produce intelligence and recommendations, and present findings in formal and informal briefings, written reports, and diagrams/charts to support investigations, management, and the Agency's Integrity Strategy.

Duties and responsibilities include but are not limited to:

  • Conducting independent complex research and analysis on a wide range of information for the purpose of identifying and investigating criminal and serious non-criminal/administrative misconduct by agency employees, their associates, and criminal groups seeking to compromise CBP systems, processes, and procedures

  • Gathering investigative information and data from public, commercial, and private-sector databases and governmental/law enforcement systems, and conducting research and analysis on collected information regarding OPR integrity investigations, OPR integrity initiatives, and CBP Fact Finder inquiries

  • Preparing and briefing on complex written analytical and research reports and investigative narratives regarding ongoing OPR investigations and initiatives.

  • Utilizing sophisticated analytical software, graphics, and other automated applications to report potential breaches of integrity and criminal activity.

  • Using expertise in the field of investigative analysis to conceive of, identify, collect resources for, and execute proactive programs to identify targets for investigation

Salary and Benefits

This Investigative Analyst position starts at a salary of $101,121.00 (GS-12, Step 1) to $156,323.00 (GS-13, Step 10). Employees receive the full package of federal employment benefits that include health and insurance plans, a generous annual and sick leave program, and participation in the Thrift Savings Plan, a retirement plan akin to a traditional 401(k) offering.

Qualifications

Experience-This position will be filled at either the GS-12 or GS-13 grade level depending upon the qualifications level of the applicants.

You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Researching, analyzing, and evaluating of information to assist investigators in ongoing administrative misconduct and/or criminal investigations.

  • Querying multiple law enforcement databases, applicable public records, or open-source information.

  • Producing written and oral products, identifying analytical methodologies and models for responding to allegations of unethical practices.

  • Creating and disseminating intelligence products, reports, financial analysis, travel patterns, and network associations.

  • Explaining research and analysis results and recommending ways to respond to breaches in integrity or misconduct to stakeholders and/or leadership.

  • Preparing case briefings of investigations utilizing PowerPoint, Microsoft tools, etc.


You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Preparing reports of analysis, investigation, and other investigative products that convey the analytical findings and providing recommendations on mitigation.

  • Providing written recommendations to senior officials regarding the interpretation and application of predictive analysis.

  • Creating analytical products for investigations using analytical software, such as timelines, time event charts, theme lines, and link analysis charts.

  • Preparing and presenting briefings to senior-level officials or external stakeholders.

  • Collaborating with local, state, and federal law enforcement partners to exchange intelligence and collaborate on joint investigations.
