Cost Analyst, Senior

The Opportunity:

Do you want to use your analysis skills to help the Navy get the most out of their funding? When it comes to considering the costs of building and maintaining systems, you know there is more to it than parts and labor. That's why we need you, a Cost Analyst who can turn requirements into a complete financial understanding for the Navy.

As a Cost Analyst on our team, you'll translate requirements into cost through data collection, model building, and cost and risk analyses. You'll help to develop recommendations that will impact how hundreds of millions of dollars are invested throughout the project's life cycle. You'll help identify cost data to be collected, develop data collection plans, and review draft work breakdown structures (WBSs) and cost reporting plans. You will extract data about the technology and performance of submarine communications systems and undersea integration systems through discussions with SMEs, engineers, and project managers. You'll derive meaning from raw numbers using a variety of data science techniques, like normalizing data, performing statistical regression, and using learning curve analysis.

From modeling with dynamic formulas in Microsoft Excel to quantifying cost uncertainty with Monte Carlo discrete event simulation, you'll use your experience in analytics and data visualization to interpret and convey meaning. By developing total ownership cost estimates, you'll help program managers, senior leadership, and your client to plan and field systems on time. You Have:

  • 8+ years of experience with cost estimating

  • Experience with DoD acquisition and supporting major milestones

  • Experience with data collection, normalizing, and analyzing data

  • Knowledge of core estimating competencies, including Work Breakdown Structures (WBS), escalation and inflation, and risk and uncertainty

  • Ability to develop dynamic, logical, and documented cost models in Microsoft Excel

  • Secret clearance

  • Bachelor's degree

Nice If You Have:

  • Experience with the manufacturing process flow

  • Experience with management and business development

  • Experience with development of Program Lifecyle Cost Estimate (PLCCE) cost models

  • Experience with Independent Government Cost Estimates (IGCEs), 7300's and Technical Advisory Reports (TARs)

  • Ability to support tasks such as cost and benefit analyses, what-if analysis, and economic studies and analyses

  • Ability to multi-task and work under minimal supervision

  • Possession of excellent verbal and written communication skills

  • Possession of excellent leadership, teamwork, and collaboration skills

  • Bachelor's degree in Engineering, Operations Research, Mathematics, or Economics

  • International Cost Estimating and Analysis Association (ICEAA) Certified Cost Estimator and Analyst (CCE/A) Certification​

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $67,700.00 to $154,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
