Position Overview

Reporting to the Executive Director of Housing & Residence Life, the Director of Housing Facilities manages the maintenance and operations of facilities under the control of Housing & Residence Life at the University of Kansas, a $45 million auxiliary with over 2.5 million square feet in campus buildings, dispersed over nearly 100 acres with a facility value in excess of $500 million. This position coordinates the planning, development, and implementation of capital projects in the residential facilities, as well as serves as the primary liaison to centralized KU offices for Facilities Services, Custodial Services, Facilities Planning & Development, contractors, vendors, architects, and suppliers to represent the best interests of Housing & Residence Life seamlessly and to direct projects, resource allocation, and future planning.

The Director of Housing Facilities develops both short- and long-range plans for residential facilities and operations, including goals and objectives that contribute toward and are in concert with those of both Housing & Residence Life and the greater University. This includes developing and accessing ways to achieve those goals, executing the chosen method, and evaluating outcomes. This work includes detailed financial analysis and budgeting. The Director also oversees areas of safety and security systems within the residential facilities and is responsible for developing guidelines for emergency management and response in relevant areas. This position requires good judgment, technical qualifications, and excellent management, interpersonal, and communication skills. The Director must have the ability to work effectively with campus personnel and administrators, faculty, staff, students, parents, and outside organizations.

Housing & Residence Life is home to over 5500 students on the Lawrence campus in residence halls, apartments, and cooperative houses known as scholarship halls.

Job Description

30% Facilities & Operations Management

  • Direct, manage, and coordinate centralized services responsible for maintenance and custodial services of Housing & Residence Life facilities and operations on a daily basis by providing leadership, oversight, and professional direction to a comprehensive program that includes:
    • Investigating, assessing, and implementing solutions to maintenance, custodial, and repair issues
    • Overseeing safety and security management of the residential facilities by ensuring that lock and access systems are maintained, as well as all other life safety systems are properly maintained and operated
    • Identifying, forecasting, and managing deferred maintenance needs, planned preventative maintenance, and routine maintenance.
    • Developing and/or improving processes, procedures, and policies according to national best practice standards for university housing, maintenance, custodial, and construction standards
    • Evaluating the effectiveness maintenance and operational processes, procedures, and policies and implementing revisions to improve them as necessary.
  • Follow all State of Kansas and University guidelines related to procurement, code compliance, and construction standards.
  • Supervise the work of 1-4 full-time employees, including an Administrative Associate and Facility Coordinators.

25% Capital Planning

  • Develop and collaborates on long range capital planning and project needs for Housing & Residence Life facilities through close collaboration with the offices of Facilities Services, Facilities Planning & Development, and other contracted services providers.
  • Identify and assist in the prioritization of the repair and renovation projects, analyze costs, solicit bids, and coordinate project implementation in a manner that minimizes disruption and cost.
  • Develop long range goals, budgets, and schedules for capital expenditures.

25% Project Management

  • Represent the interests of Housing & Residence Life throughout the project cycle and authorize or recommend actions on behalf of Housing & Residence Life.
  • In conjunction with Facilities Planning & Development, manages and coordinates capital construction projects in Housing & Residence Life facilities.
  • Serve on a management team for construction projects to authorize change orders, accept or reject completed work, authorize payment orders, and work with consulting engineers and architects.
  • Analyze financial data and project estimates and recommend actions based on that analysis.
  • Manage equipment/furniture purchases for university living units.
  • Schedule summer use of living units, including maintenance and custodial services, construction projects, and conference use.
  • Supervise the work of contracted services inside Housing & Residence Life areas and provide guidance on projects as needed.

15% Emergency and Administrative Policy Management

  • Develop, document, and review Housing & Residence Life policies as they relate to facilities and operations, including emergency management response.
  • Review Housing & Residence Life facilities and operational practices to ensure compliance with all applicable laws, code standards, and University policies and procedures.
  • Provide operational and logistical support to Housing & Residence Life staff and facilities during and after emergencies such as weather-related events, natural disasters, and facility related crises (floods, loss of power, etc.)
  • Work in conjunction with Facilities Services, KU Police, and Environmental Health and Safety in providing support as needed.

5% Additional Duties

  • Assist the Executive Director of Housing & Residence Life in other designated responsibilities or with special projects.
  • Maintain active involvement in professional associations to promote both personal interests and Housing & Residence Life’s overall commitment to the housing and residence life field.
  • Act in the absence of the Executive Director, as requested or needed.
  • Perform other duties as assigned.
Position Requirements
  1. This position requires working on-site.
  2. Occasional on-call responsibilities due to after-hours facility-related emergencies.
  3. Valid Driver’s License at time of hire and throughout duration of employment.
Required Qualifications
  1. Bachelor’s degree in engineering, architecture, construction management, business, or related field and five years of related experience in the field.
  2. Five years of supervisory experience, as demonstrated in application materials.
  3. Seven years progressive facilities management experience, as evidenced in application materials.
  4. Three years project management experience, as evidenced in application materials.
  5. Excellent written and verbal communication skills, as evidenced by application materials and interview.
Preferred Qualifications
  1. Master’s degree in engineering, architecture, construction management, business or related field.
  2. Holds current APPA certification as a Certified Educational Facilities Professional (CEFP)
  3. Experience with multi-year capital planning and budget development, as evidenced in application materials.
  4. Previous work experience in an educational or governmental environment, preferably a higher education setting.
