Community Engagement Specialist

The Community Engagement Specialist – Tobacco provides technical expertise for tobacco related public health concerns that regularly arise in commercial and housing settings. This position conducts investigations, and provides guidance and consultation to the public, businesses, and other agencies. This position will collaborate and proactively engage with both internal and external partners and stakeholders to find interventions and solutions, and will recommend appropriate policies related to environmental, health, and safety issues. In addition to bringing technical expertise, this position will bring innovative thinking, relationship building and strong communication skills to help creatively solve problems and address emerging health issues.This is a technical specialist with 'limited' or 'intermediate' experience in which the employee is learning and mastering skills that require closer oversight from supervisor and senior level employees to ensure they are fulfilling job responsibilities and following program procedures.
- Colorado Clean Indoor Air Act Response: Drawing from grant requirements and policy, and implementing both creative and innovative thinking, the specialist collaborates with housing settings and commercial businesses to investigate and address tobacco-related issues.
- Complaint Investigation: Understands and interprets the Colorado Clean Indoor Air Act to respond to public complaints and concerns related to tobacco issues. The specialist will actively investigate complaints from residents and businesses, addressing issues such as secondhand smoke exposure and smoke/tobacco-free policies.
- Community Outreach, Collaboration and Partnership Building: Participates in community outreach activities and provides educational presentations to promote understanding and support on a variety of indoor air quality and safety topics. May also serve as a technical resource for internal Arapahoe County Public Health (ACPH) staff. Responds to resident and business complaints, concerns, and questions related to tobacco related issues in workplace or home settings, assists with problem resolution, and provides technical guidance. Represents and actively engages ACPH in local, regional, and state workgroups and coalitions.
- Program and Policy Development: Interprets rules and regulations and promotes strategies and principles into programs, policies, or project initiatives that result in reduced health inequities and improved health outcomes. May present to ACPH Leadership, Board of Health, Board of County Commissioners and/or other elected officials as well as be called upon to review legislation, offer comment and advocate for an industry specific issue, particularly regarding healthy housing issues.
- Negotiation and Consensus Building: Negotiates, navigates, and reaches consensus among differing opinions to promote health through changes to systems, policies, and practices.
- Public Health Advocacy: Engages in advocacy efforts to support tobacco-free environments and promote best practices. Represents ACPH at public meetings, hearings, and other events to advocate for health-promoting regulations and initiatives.
- Training and Education: Develops and conducts training sessions for community members, business owners, and ACPH staff on tobacco-related health issues and indoor air quality standards.
- Data Analysis and Management: Gathers and analyzes information to make data-driven decisions with a focus on equity, environmental justice, and health disparity considerations to strategically direct limited resources.

- Interact positively with individuals and groups in diverse multi-cultural and socioeconomic environments using awareness, active listening and cultural sensitivity.
- Develops and maintains professional, effective working relationships with County employees, representatives of other agencies and organizations, and community members. Engages public and private organizations and members of the community through effective verbal and written communication, including active listening and non-verbal skills, to provide information, education, and persuasive presentations both internally and externally.
- Strong interpersonal skills and an ability to communicate with others verbally and in writing and work collaboratively with various internal and external stakeholder groups. Is relatable and empathetic and delivers effective and persuasive presentations while serving as an official representative of Arapahoe County Public Health in a professional manner.
- Thorough working knowledge of the social determinates of health, principles and practices of community outreach, disease prevention, program planning; the principles of population-based health promotion and disease prevention; principles and practices of coalition building and developing community partnerships; developing community outreach strategies.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook and Access) and database use for inspection, investigation, and complaint response and resolution activity documentation.

Education and Experience:
- Bachelor's degree in public health, health policy, community health education, social sciences, environmental health, nutrition, dietetics, or related field.
- 5+ years' experience in health promotion or related public health field.
- Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
- Proficiency in one or more languages in addition to English is highly desirable.
Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
- Work is primarily conducted indoors with occasional time spent in an outside environment.
- This position may include occasional exposure to secondhand smoke and tobacco/nicotine product use.

- Spends 90% of the time sitting and 10% of the time either standing or walking.
- Occasionally lifts, carries, pulls or pushes up to 20 lbs.
- Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs.
- Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
- Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
- Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
- Visual capacity enabling constant use of computer or other work-related equipment.
Occasionally: Activity exists less than 1/3 of the time.
Frequently: Activity exists between 1/3 and 2/3 of the time.
Constantly: Activity exists more than 2/3 of the time.
