We are hiring a great opportunity for a Information Technology (IT) Portfolio Manager - PMP certification - active Top Secret clearance. This position will be based in Springfield, VA and the position is required to be onsite. This position will require U.S. Citizenship and an active DoD TS/SCI clearance with the ability to obtain and maintain a Counterintelligence (CI) Polygraph.
The IT Portfolio Manager leads the Project Management Teams that support the OCIO’s Budget and Performance Management (BPM) objectives.
Responsibilities
- Managing the day-to-day activities of the Project Management Team with a focus on multi-disciplinary engagements, task prioritization, and process maturation.
- Building and implementing a scalable and sustainable project management framework that aligns with the enterprise governance methodology.
- Analyzing customer demands against the OCIO Project Portfolio and providing recommendations to align with organizational objectives.
- Pivoting delivery strategies in response to changing business or technological landscapes and resolving conflicting priorities.
- Establishing, implementing, and maturing programmatic processes and workflows that integrate with enterprise automation tools.
- Evaluating project compliance with established policies and providing recommendations to remediate deviations as needed.
- Developing, distributing, and maintaining documentation associated with BPM’s methodologies, frameworks, and requirements.
- Developing briefings and presenting metrics, reports, and statuses to CIO Senior Leadership and IT stakeholders.
Qualifications
- MINIMUM QUALIFICATIONS:
- Shall have 10 or more years of combined experience in one or more of the following IT focus areas: enterprise governance, architecture/engineering, or project, or portfolio management.
- One or more of the following advanced certifications: ITIL Master, Project Management Professional (PMP), Program Management Professional (PgMP), CISM, CSM, CISSP, or CASP+.
- Demonstrated expertise in the following areas:
- Leading diverse teams and projects, prioritizing and assigning tasks, tracking and reporting statuses, and maturing and optimizing processes.
- Developing and implementing enterprise-level solutions that address complex business and technical concerns.
- Analyzing functional and technical requirements to ensure work products and resources align with OCIO portfolio objectives and priorities.
- Managing multiple simultaneous large-scale projects and delivering products in accordance with established schedules and budgets.
- Developing, implementing, and maintaining technical documentation, such as processes, procedures, policies, workflows, roadmaps, project plans, etc..
- Excellent communication skills, both written and verbal, and skilled in presenting technical concepts to senior leadership/executive management.
- Shall meet the minimum credential requirements for a Cyber IT/Cybersecurity Workforce (CSWF) positions as defined
- Education:
- Bachelor’s degree from an accredited University.
- Desired Qualifications:
- Demonstrated knowledge and experience in the following areas:
- Familiarity with portfolio management tools (e.g. ServiceNow, Microsoft Project, Jira, etc.).
- Understanding of the IC, DoD, or DON policies and practices governing IT.
- Implementing service improvement processes in response to performance metrics or SLAs.
- Understanding of ServiceNow tools and modules (e.g. PPM, CMDB, ITAM, HAM, SAM, Incident, Change, etc.).
- Leading diverse teams and projects, prioritizing and assigning tasks, tracking and reporting statuses, and maturing and optimizing processes.
- Understanding of the software/systems development lifecycle (SDLC) and associated activities occurring within each segment.
- Skills & Technology Used:
- IT Portfolio & Project Management for high risk and complex Scrum/Agile/Waterfall projects.
- IT focus areas: enterprise governance, architecture/engineering, or project, or portfolio management.
- One or more of the following advanced certifications: ITIL Master, Project Management Professional (PMP), Program Management Professional (PgMP), CISM, CSM, CISSP, or CASP+.
- Leading diverse teams and projects, prioritizing and assigning tasks, tracking and reporting statuses, and maturing and optimizing processes.
- Strong communication, presentation, written, and interpersonal skills.
