Primary Purpose of Organizational Unit:

The Energy Services Department consists of five groups: (1) Cogeneration Systems (generates electricity and steam, and the distribution of steam throughout campus and UNC Hospitals); (2) Electric Distribution Systems (distribution of electrical power throughout campus); (3) Chilled Water Systems (producing and distributing chilled water throughout campus); (4) Water, Wastewater and Stormwater (for the use and conservation of water, as well as the proper management of stormwater and runoff); and (5) Administration (provides GIS, SCADA, coordination of operational information technologies, strategic planning, and management functions). Together these five groups provide safe, reliable, environmentally responsible, and cost-effective steam, electricity, chilled water, sanitary sewer, reclaimed water, and potable water utility services to the University’s campus.

Position Summary:

The Stormwater Supervisor position provides engineering for the planning, design, review, construction observation, and operation and maintenance of the University’s stormwater and non-potable water systems. The work is driven by infrastructure needs, sustainability, and regulatory requirements – notably the University’s NPDES MS4 Permit and the Jordan Lake Nutrient Strategy.

This position is responsible for the following:

Review construction plans for compliance with UNC stormwater and non-potable design standards.
Observe construction of stormwater control measures and drainage infrastructure at critical points to assure compliance with approved plans.
Manage stormwater and non-potable water repair and retrofit projects.
Assume responsibility for either the non-potable water or the stormwater utility. Duties include (1) developing the annual budget, (2) identifying, prioritizing, and managing repair and retrofit projects, (3) long-range planning, and (4) working with other UNC staff to troubleshoot problems and ensure proper inspection and operation, and maintenance of the system.
Review and revise stormwater and non-potable design guidelines, as well as policies and procedures, to adapt to changes in regulatory requirements and projected needs on campus.
Support stormwater and non-potable water master planning.
Respond to drainage complaints. Troubleshoot problems in stormwater and non-potable water systems to assure superior service to campus customers.
Update GIS data as needed.
Coordinate with town stormwater staff.
Oversee the water chemical treatment programs for the cogeneration and chilled water facilities on campus. The water resources group within UNC Chapel Hill Energy Services manages the stormwater and non-potable Water utilities and is the primary university liaison with the Orange Water and Sewer Authority (OWASA), the local provider of public water and sewer services.

Minimum Education and Experience Requirements:

Bachelor’s degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience. Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience:

Understanding of engineering concepts involved in the design, review, construction, and maintenance of stormwater control measures, storm drain systems, and/or water distribution systems.
Ability to review construction drawings, specifications, and design reports and make recommendations based on established standards, guidelines, and regulations.
Experience managing small to moderately complex projects or program elements.
Experience researching and analyzing information to make engineering decisions.
Demonstrated ability to write clear, concise technical reports.
Demonstrated ability to communicate engineering information to maintenance staff, construction supervisors, architects, consulting engineers, and the public.
Ability to organize information for use by other employees.
Knowledge of stormwater regulations.
*Valid NC Driver’s License.

Preferred Qualifications, Competencies, and Experience:

Experience in civil engineering site and utility design.
Understanding of engineering concepts involved in the design, review, construction and maintenance of water distribution systems and wastewater collection systems.
Working knowledge of ESRI ArcGIS software and geodatabase editing.
Experience developing hydrologic and hydraulic models for systems of various scales. *Experience with construction observation and/or post-construction inspections.

Special Physical/Mental Requirements:

This position works primarily in an office environment but will also be required to work in the field. Examples of field work include but are not limited to construction sites, in forested areas, steep and/or rough terrain, on campus and/or in confined spaces such as manholes and/or underground structures, to include opening manhole lids, locating/accessing same lids and inlet grates.
