Position Summary / Job Purpose

The Compliance Specialist of the Pre-employment and Re-employment Network (PEME/REME) is a key position in the PEME/REME team, responsible for enforcing RCG policies related to the medical clearance that all crew members need to have to work as a seafarer.   A crew member must complete a medical exam prior to being employed (PEME) and every two years thereafter (REME) unless follow up is indicated at a shorter interval by the approved provider to be deemed fit for seafaring duty.  The medical exam should be valid for the entire period of the next assignment to ensure as much as possible the health and safety of the crew member during his/her contract.   This position is tasked with liaising with the Human Resources and Scheduling/Crew Readiness teams to ensure compliance with these specific policies.  Crew members who are not medically cleared will NOT be able to take scheduled flights to their assignments.  Medical clearance/approval may mitigate CAM expenses, itinerary and operational disruptions, and medical disembarkations.

This position regularly reviews the PEME/REME status of joining crew to ensure that all scheduled crew members have an approved medical that will cover the entirety of the planned assignment.  More specifically, the Compliance Analyst will prospectively review the medical certification status of crew members joining RCG vessels at 90 days, 45 days and 30 days, identify potentially non-compliant crew, and work with the crew member, assigned scheduler, and the relevant medical provider(s) to address these non-compliance issues or cancel or modify the crew member contract.

Potential non-compliance issues that the analyst should help address and resolve can include, but are not limited to:

  • The crew member has not completed Form A.
  • The medical is showing as rejected in Riskonnect and the assignment has not been cancelled.
  • The crew member went to a non-approved provider and the medical requires entry into Riskonnect for visibility.
  • The medical is not valid for the entirety of the assignment.

The incumbent will work with the Risk Management PEME Provider Network Compliance Analyst to address issues related to the provider process including but not limited to:

  • The provider has not completed Form A—the crew member may or may not have made an appointment to be seen by an approved provider.
  • The provider has not completed Form B.
  • The medical is showing as pending in Riskonnect.
  • The crew member is under treatment for a condition (for up to 12 weeks).

The incumbent will be responsible for crew outreach to inform the crew member with pending items and timeframe left before the assignment is cancelled.  The incumbent is responsible to confirm assignment cancellation if issues are not resolved at the 30-day threshold to ensure that the Scheduling team can find an appropriate replacement for the crew member.  If the assignment is longer than the validity of the medical certificate, the incumbent will work with the HR team to shorten the assignment as a condition of deployment.  The incumbent can also do outreach to the provider to address/understand any issues delaying approval of the medical. 

This position will additionally work with several internal stakeholders, including Human Resources, Medical Operations, Risk Management and Fleet Operations to ensure that the health screening and medical certificate program appropriately supports the timely recruiting and onboarding process for crew members.

This position reports to the Manager of PEME/REME Network. 

Essential Duties and Responsibilities

  • Works with Human Resources, Risk Management, Medical Operations and PEME/REME teams to work medical clearance issues for all crew with assignments.
  • Ensures network compliance with entry, timeframes and issue resolution related to completing medical certificates. 
  • Monitors and evaluates crew member clinical readiness for deployment.
  • Addresses audit findings and issues in a timely and appropriate manner, including and up to corrective actions, cancellations, or assignment modifications on all scheduled crew members.
  • Summarizes findings, reports and analysis of key drivers of crew clinical non-readiness for improvement opportunities.

Education, Experience, Knowledge & Skills

  • Minimum of five (5) years of experience in maritime health, network management or operational management position in a healthcare organization. 
  • Working knowledge of Jones Act and Maritime Maintenance and Cure a plus. 
  • Excellent interpersonal skills to positively communicate and collaborate with all levels of management and employees, both internally and externally.
  • Knowledge of legal and regulatory issues affecting the screening and delivery of medical services to crew members.
  • Excellent communication and presentation skills.
  • Excellent organizational skills and detail orientation to proactively audit all crew assignments, with the ability to prioritize issues.
  • Working knowledge of Microsoft Office products, email, and claims management/electronic medical records systems.
