Duties

This Supervisory Budget Analyst is in the Resource Management Office (RMO), Budget and Finance Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Responsible for budget formulation and execution functions. Monitor, adjust, and report on multi-fiscal year formulation and execution efforts. Analyze operating budget, prepare cost-benefit and other funding analyses, develop funding estimates and alternatives. Prepare budget estimates, tables, and justification narratives; interpret appropriations language, fee regulations, directives, and policies to provide information and advice to program managers through all stages of the formulation process. Facilitate budget submissions for reasonableness, accuracy, and consistency with all relevant policies, procedures, and priorities. Assist in preparing, reviewing, and revising communications to Congress and Office of Management (OMB) in response to questions and for required briefings and reports. Supervise a group of employees engaged in budget development and execution functions, also responsible for directing work of staff and development of long-range goals and objectives and provide technical and administrative supervision to the Budget and Payroll section of team. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
Experience providing guidance and oversight of a full range of budgetary functions and duties associated with all phases of the budget process (e.g., formulation, presentation, and execution); and Experience participating, developing, and implementing budgetary policies affecting the financing and accomplishment of major programs; and Experience communicating with senior executives and high-level agency officials, such as OMB and Congress, on an organization's strategic budget planning and formulation activities. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
