Metropolitan Transportation Services (MTS) MTS is responsible for the transportation planning functions as the Twin Cities Metropolitan Planning Organization (MPO) for transportation. MTS also provides and coordinates transit services within the region through contracts with private providers. Community Development (CD) is a division of the Metropolitan Council that is responsible for the Council's regional growth strategy, planning, and technical assistance to local communities, parks, and open space. This division also includes the Metropolitan Housing and Redevelopment Authority (Metro HRA) and the Livable Communities program. The Grant Administrator works with Senior and Principal Grant Administrators to develop and administer sub-recipient agreements for Transit, Parks, Livable Communities, and Local Planning grant programs. This position is involved with aspects of grant administration including planning and implementing designated programs, formulating goals and objectives, developing and monitoring budgets, reviewing and processing payment requests, ensuring compliance with Council and program policies and procedures, and providing technical expertise to internal and external stakeholders. It also provides support for Metropolitan Transportation Services and the Community Development Divisions.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin. What you would do in this job

Provide support to and partner with Senior and Principal Grant Administrators to manage Transit, Parks, Livable Communities, and Local Planning Grant Programs by:

  • Providing a customer-centric approach with staff, management, and internal and external stakeholders.
  • Administering grant agreements and providing quality assurance. Ensure all local, state, and federal policies and deadlines are met. Ensure compliance with all applicable legislative, accounting, and auditing requirements.
  • Communicating key grant compliance activities to internal and external stakeholders through reports and briefings.
  • Conducting and/or coordinating sub-recipient monitoring site visits and audits.
  • Providing training and technical direction to project participants, contractors, and sub-recipients.
  • Reviewing and approving grant payment and disbursement requests.
  • Preparing required grant forms, reports, and other documents.
  • Developing and maintaining a working knowledge of regulations governing federal, state, and local funding for all programs and keep current on emerging trends and grant best practices.
  • Supporting implementation of key grant management tools including Annual Grants Calendar, Communication Plans, Quarterly Grant Summaries, and other reports.
What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience (in grant/contract administration, program evaluation, audit, finance, planning, or a related field) and completed education (degree field of study in business administration, finance, public administration, planning, or a related area):
  • Master's degree with one (1) year of experience
  • Bachelor's degree with three (3) years of experience
  • Associate degree with five (5) years of experience
  • High school diploma/GED with seven (7) years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience working with grants or formal training in grant management.
  • Experience reading and interpreting state and federal technical requirements.
  • Experience performing compliance reviews and/or audits or formal training in audit/program evaluation.
  • Experience working with budgets or formal training in a related subject matter.
  • Experience summarizing financial and programmatic information verbally to inform decision-making.
  • Experience coordinating various projects, such as budget development or performance measures.
  • Customer service experience working with a diverse group of clients or customers.
What knowledge, skills, and abilities you should have within the first six months on the job:
  • Knowledge of basic accounting principles and reporting requirements.
  • Knowledge of basic budget development techniques.
  • Intermediate skills in Microsoft Word, Excel, PowerPoint, or equivalent software packages.
  • Skills in reading, analyzing, and interpreting professional journals, technical procedures, and government regulations.
  • Skills in grant/contract management.
  • Compliance-related skills (e.g., program evaluation, auditing standards, and techniques).
  • Ability to quickly learn and utilize software tools and Enterprise Systems proactively and efficiently to manage grant programs (e.g., develop reports, content management, track financials).
  • Ability to manage time and priorities to meet the needs of multiple grant programs.
  • Ability to write reports, business correspondence, and procedures manuals.
  • Written and verbal communication skills necessary to summarize and effectively communicate regulations and financial information in plain language.
  • Ability to effectively present information and respond to questions from diverse groups of customers or clients and employees.
  • Ability to conduct data and financial analysis.
  • Ability to promote and support an equitable, positive, and respectful work environment that values cultural diversity among all employees.
