The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION        

Leidos Biomedical's Ethics and Compliance Office provides centralized leadership and operational capabilities in areas such as ethics, internal auditing, corporate and operational compliance as well as business process functions. The Ethics and Compliance Office manages compliance, risk, audit, and quality to maintain and invigorate a compliance culture in collaboration with the FNL president and key leadership that clearly defines the standards, policies, and processes to deter fraud, waste, and abuse. This includes management of an ethics and compliance program aligned with the NCI and Leidos Corporate policies and tailored for the FFRDC.

The Senior Manager, Ethics & Compliance is responsible for assisting the Chief Ethics and Compliance Officer (CECO) with various compliance related projects, including but not limited to: export control, sanctions compliance, significant financial disclosures, conflict of interest, ethics investigations, liability insurance as well as be a resource to assist management in ensuring adherence to company policies, regulatory requirements, and contract terms and conditions. The Senior Manager, Ethics & Compliance serves as a leader in the Ethics and Compliance organization as well as a trusted business partner to internal stakeholders. The position reports to the Chief Ethics and Compliance Officer (CECO) and works across the Operations, Scientific, and Clinical Groups in a collaborative, accountable, and results driven manner.

KEY ROLES/RESPONSIBILITIES

Cultivate trust based working relationships with key internal stakeholders to support the department and business objectives. Ability to work closely with the CECO, Controller, Human Resources, Environmental, Health & Safety, Finance, Contracts, Project Management, Communications, Facilities Maintenance and Engineering, Enterprise IT and others on compliance, risk and ethics issues in a collaborative environment. Interprets federal and state laws, regulations, and contract terms and conditions as they apply to compliance. Administer and monitor general liability insurance programs including annual renewal process. Monitor outside activity agreement procedure and work with project manager to answer questions. Conduct thorough, timely and objective compliance related investigations and partner with other areas such as Human Resource and/or Legal. Assist with oversight of Conflict of Interest (COI) program ensuring appropriate identifying, evaluating, and resolving of potential conflicts of interests. Create and deliver training to other business areas to increase compliance awareness. Assist with driving improvements in existing processes and develop new innovative and efficient solutions. Understand the key strategies and operations of the business and assist the business in identifying compliance risks and develop and implement solutions as part of a comprehensive risk assessment and management process. Identifies areas of potential improvement. Assists the business with responses to customer compliance-specific questions and concerns. Interact with senior leadership regarding alignment of operational performance and business objectives. Ability to think critically and develop solutions to multi-faceted issues within a dynamic business environment. Demonstrate consistent and unwavering commitment to the core values of the company.

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

Possession of Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.In addition to the education requirement, a minimum of six (6) years of industry demonstrated experience in two or more of the following areas- internal audit, finance/accounting, project management, or business. Also, including four (4) years of experience in a leadership/manager capacity. Working knowledge of Generally Accepted Accounting Principles (GAAP); Defense Contract Audit Agency (DCAA); HIPAA, Federal Acquisition Regulations (FAR), Federal Travel Regulations (FTR) and Cost Accounting Standards (CAS).Ability to communicate effectively with all levels of the organization.Strong work ethic and a drive to make a positive impact by being a trusted resource for internal stakeholders.Excellent quantitative and data presentation skills.Proficient with Microsoft Word, Excel, PowerPoint and Outlook.Ability to obtain and maintain a security clearance.
