Duties

As an Attorney-Adviser (Labor), GS- 0905- 11/12, your typical work assignments may include:
Researching statutes, decisions, legislative history, and other legal authorities arising under the National Labor Relations Act or similar statutes. Applying applicable legal precedent to pertinent facts of a case. Analyzing the factual and legal issues presented to determine what, if any, further facts are needed and what legal precedent is applicable. Drafting Board memoranda, Board decisions, Board Member opinions, and Bench Memorandums. Orally presenting cases to the Board Members and discussing the merits and disposition of the cases. Determining whether proposed decisions and opinions are in conformance with applicable law, Board precedent, and the Board Member's particular views.

This is not a remote position. U.S. Citizenship is required. Males born after 12/31/59 must be registered for Selective Service. Relocation expenses are not authorized. This is an Excepted Service position. This position is part of the Bargaining Unit. Two-year trial period may be required. Active Bar license is required for verification. Bar license must reference Bar number and indicate the status of good standing. A Self-Certification Form is not acceptable verification. Transcripts are required if qualifying based on education or combination of experience and education in lieu of specialized experience. This is a positive education position. Transcripts are required to be considered for this position. NLRB Attorneys are not required to submit a copy of their transcripts. IDEAL CANDIDATE STATEMENT
The Ideal Candidate for the Attorney-Adviser (Labor) GS-11/12 position has expertise and knowledge in traditional labor law. The candidate should have experience providing legal analysis and advice, as well as drafting decisions for approval by superiors. Exemplary legal research and outstanding written and oral communications skills are vital. Prior experience in a judicial clerkship is deemed valuable.

BASIC REQUIREMENT
Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL. B or J.D.).

In addition to the BASIC REQUIREMENT, applicants must also meet the following:

MINIMUM QUALIFICATIONS

Minimum Qualifications for GS-11
To qualify for this position, applicants must have one year of specialized experience, equivalent to the GS-09 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Attorney-Adviser (Labor) at the GS-11 grade level.

Specialized experience includes:
Experience working with federal or state labor, employment, or administrative law, or taking similar courses in law school; and Assisting with researching statutes, decisions, opinions, or legislative history to ensure the appropriate use of legal authorities; and Assisting with drafting legal memoranda.
OR

Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Minimum Qualifications for GS-12
To qualify for this position, applicants must have one year of specialized experience, equivalent to the GS-11 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Attorney-Adviser (Labor) at the GS-12 grade level.

Specialized experience includes:

BAR MEMBERSHIP AND CERTIFICATION
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the U.S. Constitution. Your active Bar license must reference Bar number and indicate the status of good standing.

Education

Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or J.D.).

Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
