Summary

The Management & Program Analyst serves as the Executive Assistant to the VHA Office of the Senior Security Officer. Provides strategic direction, tactical planning, oversight, and integration of projects and programs that are developed in support of the VHA strategic intent, including VA and VHA strategic planning artifacts such as the Strategic Plan and other approved planning artifacts.

  • Serves as the Executive Assistant and the key staff advisor to the Office of the Senior Security Officer program office.
  • Direct responsibility for assisting the Director in all management matters.
  • Subject matter expert on the management analysis and evaluation of the OSSO program office's mission, responsibilities, and functions, identifying alternatives to improve productivity or effectiveness and conserve resources, and providing managerial advice and assistance with overall requirements, policies, and challenges.
  • Coordinates, reviews, and comments on applicable regulatory and policy guidance.
  • Independently develops, reviews, and interprets various regulations, legislative proposals, policies, and directives about resources, budget, programming, financial, business strategy, facilities, and infrastructure operations of the OSSO program office.
  • Receives assignments that are very broad in scope, long-term in nature, and have significant VHA-wide impact. Decisions and input are recognized as authoritative.
  • Exercises independent judgment in performing assigned duties and represents the organization at various executivelevelforums.
  • Works independently in the synchronization of coordinated actions within VHA and VA as required.
  • Daily activities are self-initiated, and the position is delegated the complete authority to plan and carry out responsibilities and major projects concerned with the analysis and evaluation of programs and the operational effectiveness of the organization.
  • Works in concert with senior management throughout VHA and VA, as well as other external agencies as necessary, seeking to establish and preserve unity of purpose in an environment of constantly changing workloads, shifting priorities, reorganizations, reshaping/reengineering, and streamlining initiatives.
  • Develops short-and long-range organizational plans based on immediate needs and anticipated changes in workload, missions, functions, and resources.
  • Initiates, directs, prioritizes, expedites, and integrates taskings and requirements into effective and efficient activities within theorganization's support elements and staff.
  • Provides technical oversight, coordination, and integration of multiple functions relative to briefings, correspondence, and liaison with internal and external organizations.
  • Plans and conducts quick reaction studies, analysis, and professional writing, providing rapid, incisive, executive-level analysis and support to respond to the Director's requests for an independent perspective.
  • Undertake special studies, direct projects, and carry out assigned missions of the very highest priority, many of which are of direct concern to VHA senior leaders.
  • Plan, direct, coordinate, and expedite projects and actions appropriate for each assignment, and has full responsibility and authority to plan, schedule, supervise, and carry out major projects concerned with the analysis and evaluation of program office goals andobjectives.
  • Determines and applies analytical tools to conduct in-depth analysis to identify, quantify, and evaluate the mutual effects and interrelationships between program goals and financial resources and policies.
  • Evaluates proposals for systems and/or programs required to meet existing or anticipated operational problems, challenges, and changes in the strategic communication environment.
  • Applies a wide variety of analytical tools such as multi-module estimation, normalization, performance matrices, quantitative and quantitative analysis, program evaluation review techniques, and decision theory in the evaluation of all available options.
  • Serving as the principal advisor to the Director on all internal program office administrative operations, including human resources (HR),finance, budget, training, organization management, supply and logistics activities, procurement and contracts, and facilities management.
  • Other duties as assigned.

Work Schedule: 8:00 am - 4:30 pm
