Duties

The Associate Administrator for Planning and Analytics collaborates with other members of PHMSA's executive team and counterparts in major operating organizations in the development and implementation of goals and objectives.

Directs the conduct of studies, reviews and evaluation of ongoing PHMSA operational, support programs to assess results, effectiveness and responsiveness. Provides leadership in the realization of mission accomplishment through strong advocacy of systematic action, internal controls, and program responsibility.

Leads the preparation of regulatory evaluation documents such as the regulatory impact analysis, regulatory flexibility analysis for small entities (businesses, government jurisdictions and not-for-profits), environmental analysis, and other economic or environmental analyses to support the agency rulemaking process.

Directs the establishment of PHMSA policies, procedures, standards, systems and directives for the accomplishment of statutory and regulatory requirements that fall within the purview of the Office of Planning and Analytics.

Exercises delegated authority and initiative in support of legislative efforts, innovative programs and proposals; and promotes resolution of programs, both current and in preparation.

Serves as the PHMSA representative on a variety of federal, state and industry councils within the functional areas of the Office of Planning and Analytics (OPA).

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

1. Demonstrated experience in decision-making support to include developing, presenting and defending policy recommendations that are based on data analysis. A proven track record for identifying innovative methods to solve policy, safety, and/or technology development challenges.

2. Demonstrated experience overseeing programs in one or more of the following areas: strategic planning, regulatory development, project management, data strategy and analytics, and/or research.

3. Ability to lead technical and analytical staff and the ability to align resources to priorities and programs that impact mission success. Demonstrated experience in developing and implementing strategic plans.

EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet the 5 ECQs.
