Incumbent performs extremely technical and complex legal research and provides oral and written opinions in all fields of Federal, state, and local environmental regulations.
Incumbent analyzes and evaluates Defense Environmental Restoration Act related claims against the Army under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA).
Incumbent negotiates, reviews, and drafts Clean Air Act, Clean Water Act and Resource Conservation and Recovery Act (RCRA) permits, compliance agreements, settlement agreements, etc., IAW Federal, state, and local regulatory agencies.
Incumbent advises on extremely complex legal issues arising out of the management, use, acquisition, and disposal of real property, including natural and cultural resources, develops legal opinions and recommends appropriate course of action.
Incumbent is the primary legal advisor to the base civil engineer on all real property and land use matters.
Incumbent is the primary legal advisor to the Director of Public Works and Environment Natural Resources Division on all natural and cultural resource matters including regulation of hunting and fishing and outdoor recreation.
When the Army is plaintiff or defendant in lawsuit involving either real property or environmental issues, the incumbent prepares the litigation report which sets forth the pertinent facts and a legal analysis of the case.
