Provide supervision to the procurement staff; establish work priorities, develop performance standards; and evaluate overall efficiency of the Acquisition Section to ensure effective and efficient operations.
Provide oversight to the Cooperative Agreement and Charge Card programs and staff.
Serve as contracting officer for contracts and intergovernmental orders greater than $250,000.
Provide guidance to technical and administrative personnel on procurement planning: determining appropriate procurement method, contract preparation, development, award, administration, and termination.
Research proposed legislation and current law, regulations directives, other issuances, and Bureau initiatives that may impact acquisition programs.
Provide technical guidance on procurement activities and/or contracting actions to program managers, management, and procurement and contracting personnel.
Review policy for proposed acquisitions pre-award and post-award actions at various phases of the acquisition process to ensure compliance with laws regulations and policies.
Participate in internal control review; analyze activities and information of the office being reviewed; prepare reports of observations; and make recommendations for corrective action.
Analyze and evaluate the diverse procurement matters; and develop and recommend contracting policies, procedures, guidance, and control measures for those contracting activities.
Provide technical guidance, advice, and assistance to the subordinate Contracting Officers in the interpretation of policies and regulations and resolution of complex contract problems.
