As the Deputy Director, the position shares fully in the duties, responsibilities, and authorities of the
Director of A/E Construction, providing managerial, operational, program and resource responsibility. The incumbent is responsible for the administration, control, and direction of the organization and the operations of the division with direct supervision of Contract Staff.

Supervise a group of employees performing work at the GS-5 through GS-14 level. Exercise supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Provide administrative and technical supervision necessary for accomplishing the work of the team.

Distribute workload within the team and ensure work assignments of employees in the team are carried out. Review work of team members, at various stages of completion, to assure compliance with Federal and VA acquisition regulations, VA policies, VA directives, VA information letters, and VA Handbooks.

Plan, develop and establish contractual strategy for acquisitions, supporting major projects or programs of critical importance to VA and other Government agencies; this includes: developing acquisition strategies, use of a wide variety of acquisition methods, determining pre-negotiation positions, determining the type of contracts and negotiation authorities, and preparing justifications. Duties encompass the full range of possible contraction actions from planning through award, to contract closeout.

Serve as principal contracting advisor to management for all contracting matters supporting VA's mission, and representing the Department as a contractual authority at interagency conferences, meetings, and other forums; these may include both public and private sector participants.

Provides complex contractual direction to personnel consisting of other Contracting Officers/Specialist, Program Directors, and upper management at the highest levels; in this capacity. provide sound contractual logic to assigned projects covering the entire contracting cycle and exercise complete authority in all contractual actions involving the assigned projects; this includes functioning as the Lead for critical acquisition programs.

Trains subordinates in methods and techniques of performing contract actions and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks.

Advise program officials on procurement related matters and participates with assigned program office in preparing any necessary statements of work and specifications. Conduct market research and research commercial practices. Prepare Determination and Finding for negotiated procurements and solicitation documents analyze cost proposals and make appropriate decision relating thereto, such as determinations of competitive range. Conduct conferences and oral presentations with prospective contractors to arrive at a clear understanding of solicitation requirements.

Work Schedule: Monday thru Friday, 8:00am to 4:30pm

Physical Requirements: This position is primarily of an administrative nature in an office setting, however where travel to worksites is required there maybe light physical work required, such as walking over uneven surfaces, or assisting technical personal in taking measurements or elevations.
