The Assistant Manager, Training will supervise and assist in managing the daily activities and overall development and performance of bus operator Instructors and Trainees at Metro Transit's Operations Support Center. Will work with and guide Instructors to insure effective implementation of instructional curriculum. Will coordinate with the Metro Transit's service garages as well as other departments in providing safe, reliable, and efficient bus transportation services to customers.

What you would do in this job

  • Develops, counsels, provides support in progressive discipline, evaluates and monitors the performance and attendance of Metro Transit's bus operation Instructors, Relief Instructors, and Bus Operator Trainees; participates in establishing rules, standards, guidelines, and policies governing quality and quantity of work.
  • Establishes, executes and maintains professional development and evaluation program for Instructors.
  • Ensures Bus Operator Trainees adhere to all current company policies, procedures and rules including, safety, customer service, attendance, uniform code, and employee conduct; documents non-compliance with company policies and procedures and administers appropriate corrective action.
  • Administers and keeps proper documentation for all required regulations, policies, and procedures including, disability management, drug and alcohol, family and medical leave, and worker's compensation.
  • Establishes, executes, and maintains effective evaluation processes for Bus Operator Trainee program including, daily entry of Trainee activity and attendance records into current electronic tracking system(s).
  • Monitors work history for instructors and students.
  • Facilitate and manage Metro Transit's Third-Party Testing program for the State of Minnesota.
  • Facilitate and manage Metro Transit's in-service training/testing program.
  • Supervise Relief Instructors in alignment with Full-Time Instructor Training Program.
  • Provides guidance to Instructors in the implementation of training goals at both the Operations Support Center and the garages.
  • Partners with Garage Coordinators to clarify training policies and procedures.
  • Consults with Instructors on student concerns, suitability issues, and other issues affecting training completion.
  • Assists Manager of Instruction to assess new or customized training or changes to current curriculum.
  • Collaborates with other departments to ensure ongoing positive interactions; promotes positive and open lines of communication throughout the organization and external contacts.
  • Participates in committees and special projects as requested.
  • Coordinates with Bus Maintenance Division to schedule maintenance training.
  • Acts for the Instruction Manager in his/her absence.
  • Ensures compliance with agency polices and provide a workplace free of harassment and discrimination.
  • Performs other related duties.
What education and experience are required for this job (minimum qualifications)

Education/Experience:

  • High School Diploma/GED; AND at least eight (8) or more years of progressively responsible experience in instruction or training; AND at least one (1) year of lead or supervisory experience.
OR
  • Associate's or higher degree in Education, Industrial Relations, Psychology, or closely related field; AND at least six (6) years experience in instruction or training; AND at least one (1) year of lead or supervisory experience.
OR
  • Bachelor's or higher degree in Education, Industrial Relations, Psychology, or closely related field; AND at least four (4) years experience in instruction or training; AND at least one (1) year of lead or supervisory experience.


*Metropolitan Council Employees Only: Successful completion of any of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience of either 1 year or 6 months. You must attach your certificate(s) as proof of completion of the program to your application.

Licensure Requirements:
  • Valid driver's license, and a good driving record.

Knowledge, Skills and Abilities:
  • Knowledge of all relevant federal, state and local laws, ordinances and regulations relating to bus transportation including, Federal random drug testing requirements, the Family and Medical Leave Act (FMLA), EEO and Affirmative Action, and the Americans with Disabilities Act (ADA).
  • Knowledge of management practices, principles of supervision, performance management (coaching, counseling, staff development, performance improvement, discipline)
  • Ability to enforce established policies and procedures
  • Knowledge of instructional design, formal training evaluation, and the instructional needs assessment process.
  • Skilled in classroom presentation methods as well as written and verbal communications.
  • Ability to effectively employ instructional technology.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or clients.
  • Demonstrated understanding of union contract administration.
  • Basic skill in Microsoft Word, Excel, e-mail and other windows based environments.
  • Ability to work effectively in a team environment and to establish and maintain effective working relationships with those contacted in the course of work including, other departments, service providers, and coworkers. Promotes an equitable, positive and respectful work environment that values cultural and diversity among all employees.
  • Skilled in problem analysis and resolution.
