The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual to join our team as an Epidemiologist 4.  This position will work with the TB, HIV, STD, and Viral Hepatitis Section under the direction of the HIV, Viral Hepatitis Prevention Programs and the Health Care and Support Services (HCSS) Public Health Services Manager. Program operations are in alignment with Health Resources Services Administration (HRSA) and the Centers for Disease Control and Prevention’s (CDC) Integrated Statewide HIV Prevention and Care Plan. The Integrated Plan facilitates cross-cutting program activities essential to preventing HIV transmission and Ending the HIV Epidemic goals. This position is required to effectively manage several advanced, actionable data processes and supports all the HIV data needs for the Department’s goals and initiatives to prevent HIV and maintain HIV positive patients in care and achieve viral load suppression

KEY RESPONSIBILITIES

Perform detailed data wrangling, qualitative and quantitative data analysis, build statistical models, build machine learning models, build forecasting models, understand data structure, and content, and write R Programing Language scripts.Design, build, and maintain databases and data systems, including troubleshooting, provide training for data entry, performance monitoring and evaluation activities, and data management.Develop and implement databases, data collection systems, data collection tools, data analytics, and other strategies that optimize statistical efficiency and quality.Develop maps, charts, graphs, dashboards, forecasts, and assessments in support of HIV/HCV prevention and care activities within the State.Analyze data related to HIV care, treatment, and outcomes, identifying trends and areas for improvement.Makes recommendations on the Integrated HIV Prevention and Care Plan’s HIV Prevention, Viral Hepatitis, and Ryan White Program HIV care related goals and objectives.Monitors and evaluates the processes, timeliness and effectiveness of the HIV Prevention and Care Services data included in the Program’s Quality Management PlanResponsible for preparing grant funded data reports and quarterly performance measurement reports. These reports provide insights into the effectiveness of the program’s services and interventions for HIV related prevention and care services, the Connecticut AIDS Drug Assistance Program (CADAP), and the Integrated HIV Prevention and Care Plan.Serves as liaison with other DPH Programs and external providers and/or public health agencies to facilitate a collaborative effort to share integrated data sets in alignment with National HIV Strategy’s Four Pillars.Supervision of staff epidemiologists.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for supervising, developing and implementing one or more major epidemiology programs for evaluation and/or prevention and control of diseases.
EXAMPLES OF DUTIES
Schedules, assigns, oversees and reviews the work of staff; Provides staff training and assistance; Conducts performance evaluations; Determines priorities and plans program work; Establishes and maintains program procedures; Develops or makes recommendations on the development of policies and standards; Acts as a liaison with other operating units, agencies and outside officials regarding program policies and procedures; Prepares reports and correspondence.Conceptualizes and directs one or more major programs in area of disease surveillance, control and intervention; Designs and implements special epidemiologic studies; Plans and evaluates program goals and objectives; Provides expert testimony in public forum or courtroom setting; Writes scientific papers for publication; Develops and implements public information programs for mass media distribution; Advises local health departments, health professionals and voluntary groups on protocols for disease investigation, control and treatment; Seeks to identify and evaluate new diseases or environmental exposures which may cause disease and methods of control; May teach epidemiologic related courses at institutions of higher learning;May represent the department to the public; May perform complex statistical analysis and oversee management of large data bases; May develop budgets, grants and contracts; May develop departmental policies regulations and legislation; Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of infectious and/or chronic disease processes; relevant agency policies and procedures; relevant State and Federal laws, statutes and regulations; disease processes which affect humans and animals; Considerable interpersonal skills; oral and written communication skills; statistical skills including familiarity with mainframe and/or personal computer applications and interpretation of data; Considerable ability to develop, design, implement and analyze epidemiologic studies; recommend and evaluate intervention strategies to prevent future disease; Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in epidemiological investigations in a responsible technical or professional capacity.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have involved program administration including disease surveillance, outbreak investigations, interviews and performing complex analyses at the level of an Epidemiologist 3.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years' for a Bachelor's degree.A Master's degree in community medicine, public health or a related health science may be substituted for one (1) additional year of the General Experience. A Doctorate in a related discipline such as medicine, public health or a behavioral or natural science may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Experience in public health program administration and management including grant management and collaborating with partnersExperience in advanced statistical analysis and proficiency with statistical software (R Programing Language, SAS, Python, Julia, etc.) and communicating results of epidemiologic analyses in oral and written formatsExperience with data visualization software (Power BI, Tableau)Experience with geographic information system (GIS) software (ArcGIS, R Packages for Spatial Analysis, GeoDa, etc.)Experience with Microsoft Office (Excel, PowerPoint, Word, Forms, Access)
SPECIAL REQUIREMENTS
Incumbents in this class must be willing to be immunized for communicable diseases as necessary and appropriate.Incumbents in this class may be required to travel.
