Summary

The position is located in the Architect of the Capitol, Utilities and Power Plant Operations, Assistant Director, Engineering Division, Mechanical Maintenance Branch.  Serves as a full assistant supervisor over Maintenance Mechanics performing welding and mechanical repairs, as well as troubleshooting, and repairing large industrial steam and refrigeration plant equipment.



Duties

This position is located in the Architect of the Capitol, Utility and Power Plant Operations, Engineering Division, Mechanical Maintenance Branch. The incumbent serves as Maintenance Mechanic Assistant Supervisor. The position performs welding and mechanical repairs, as well as maintaining, adjusting, troubleshooting, and repairing large industrial steam and refrigeration plant equipment such as condensers, pumps, compressors, high pressure steam vessels and high temperature water lines and fittings, boilers, boiler refractory, and auxiliary steam generating plant equipment, and plumbing and heating equipment.

The plant operates 7 days a week around the clock. The position is classified as emergency essential.

Supervisory Responsibilities

Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates worker performance. Manages the organizational unit’s annual budget and workload requirements. Develops performance and training requirements for subordinates and ensures a mutual understanding of these performance standards. Provides for employee skills enrichment through job related coaching, mentoring and training.

Articulates and communicates to subordinates the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to ensure that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Prepares reports and maintains records of work accomplishments and administrative information, as required and coordinates the preparation, presentation and communication of work-related information to the supervisor. Estimates and reports on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks. Ensures all subordinates are aware of and participate in planning for achievement of team goals and objectives.

Maintenance, Repair and Inspection

The incumbent is responsible for the planning, scheduling and coordination of work of the Mechanical Maintenance Branch at the Capitol Power Plant. Directs and performs maintenance, repairs and inspection of mechanical equipment located in the steam, refrigeration and co-generation plant.

Observes, enforces, and instructs subordinates in all safety rules and regulations. Ensures that work is performed in a safe manner and initiates or takes corrective action on unsafe working conditions. Ensures that all safety programs and procedures are adhered to and that maintenance and operations activities are in compliance with OSHA, Congressional and Organizational safety requirements.

The incumbent must possess an understanding and working knowledge of industrial steam generating equipment and distribution piping systems that operate at 200 psig. The incumbent must also possess an understanding and working knowledge of industrial chilled water generating equipment rated at greater than 3,000 tons and distribution piping systems that operate at or below 43 degrees F at flowrates exceeding 30,000 gpm.

Prepares cost estimates of materials for proposed or anticipated repairs, alterations and new construction. Initiates and approves requisitions for supplies, equipment, materials and tools necessary for the functioning of the branch and ensures that they are properly used, stored and cared for.

Maintains necessary records of work orders, work performed, and materials used.

Installs, modifies, and repairs high-pressure piping systems. Conducts inspections of and troubleshoots piping systems, identifying irregularities and taking corrective actions required to correct existing and/or potential problems. Identifies the source and nature of system malfunctions. 

Plans and lays out the routing, placement, pitch, elevation, pressure reduction, expansion and operation of the piping systems.

Replaces and repairs steam piping, steam traps, valves, gaskets, refractory, and other boiler system equipment. Operates manlifts, forklifts, and other plant vehicles. 

Maintains and repairs boilers and associated auxiliary equipment. Cleans, drains, dismantles, repairs and reassembles refrigeration and boiler plant equipment. Responsible for the Plant lubricating oil and grease inventory and maintenance of the storage and dispensing systems.

Performs preventative and scheduled maintenance throughout the Plant. Rebuilding industrial pumps including replacing bearings, aligning shafts, installing mechanical seals, and adjusting tolerances to meet required specifications. Replacing industrial gearboxes and changing oil.

Conducts inspections of and troubleshoots mechanical systems and piping systems, identifying irregularities and correcting existing and/or potential problems.
