Duties

Direct the development of Terminal Instrument Procedures (TERPS) criteria and procedures to support the unique design requirements and capability of Army aircraft. Make recommendations for resolution of issues within the Army, military departments, and Inter-agency on policy and TERPS development technical matters. Conduct independent reviews of significant plans (Army, OSD, Joint Staff and Federal Aviation Administration) to assess compliance with operational requirements. Advise the US Army Aeronautical Services Agency (USAASA) Commander and HQDA staff on significant problem areas and recommends alternatives with the assessment of associated risks. Provide guidance to the field on selection of Navigational Aid (NAVAID) sites and the type of procedure affording the maximum efficiency for safe flight operations. Direct the design, development, and maintenance of terminal instrument procedures for Army use on a worldwide basis. Make recommendations for resolution of issues within the Army, military departments, and Inter-agency on policy and Terminal Instrument Procedures (TERPS) development technical matters.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position may require temporary duty (TDY) travel up to 25% of the time. This position requires Global Position Design (GPD) software and Procedures for Air Navigation Services-Navigation (PANS-OPS) certifications prior to selection.

Specialized Experience: One year of specialized experience which includes: Developing Terminal Instrument Procedures (TERPS) for aircrews to ensure the safety of navigation of flight operations; making recommendations to Senior Leaders on changes to TERPS policy and regulation requirements; conducting compliance reviews on instrument procedures or amendments for aircrew use; and providing guidance to an organization on TERPS, airfield operations, and/or Air Traffic control (ATC) policy changes.
This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
