Summary

This Chief Information Officer position is located in the Bureau of Administration, Planning, Resources and Innovation Directorate, Office of Technology and Innovation (A/PRI/TI) in Washington, DC.  The Bureau's mission is to provide world-class administrative services in support of America’s global foreign affairs. Its progressive programs and lines of business enable U.S. diplomats to operate more effectively worldwide to meet the Department of State’s mission. 

Replaces  CSTM-2024-2016.



Duties

The Chief Information Officer (A/PRI/TI) serves as principal advisor to the Assistant Secretary, the Principal Deputy Assistant Secretary, and other Bureau Deputy Assistant Secretaries on all matters related to Information Technology (IT) to increase responsiveness, agility, and customer experience for Department customers.  The CIO's primary responsibility for the Chief Information Officer (A/PRI/TI) is to support Bureau leadership tenets to drive A Bureau IT modernization, customer experience, human-centered design, cloud-first and zero-trust architecture, and portfolio management best practices for a multi-phased set of initiatives that enable program modernization and transformation.  Specifically, the incumbent:

  • Oversees, directs, plans, and manages all A Bureau systems technological development, implementation of related Congressional mandates, interagency technical coordination, establishing related policy, and providing policy guidance to A Bureau senior management. Oversees a comprehensive IT program that encompasses the entire systems development lifecycle process, ensuring adherence to this process by a large, highly skilled technical workforce comprised of Civil Service, Foreign Service, and contract staff from various disciplines.

  • Leads the development and coordination of comprehensive long-range strategic plans to ensure the Office of Technology and Innovation remains a reliable and nimble operation and implements plans efficiently and effectively. Establishes standards and procedures for the effective and efficient implementation of Office activities, and evaluates effectiveness, economy, and customer service, and develops methods for continual improvement.

  • Directs planning, development, and management of IT investment portfolio and resources for all facets of the Bureau of Administration’s IT and information handling systems. Directs preparation of annual budget of over $150 million and financial plans for supplemental spending and other financial management documentation in regard to automation and provides justification for and defense of these resource requirements.
