Project Overview:

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project is currently working a 4/10’s schedule with the standard work times 7:00 am to 5:30 p.m. (start times are flexible)

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

In this position, you will manage the application support teams to ensure that critical systems run seamlessly. You will ensure proper staffing and resources, review software applications and integrations, and provide input to senior managers. By monitoring progress, work trends, and problems, you will help optimize performance of applications that empower teams to succeed at Bechtel. #LI-TN1

Major Responsibilities:

• Lead and support staff responsible for developing applications based on functional project requirements and supporting both Bechtel and project-developed applications.
• Plan, schedule, and monitor development work, using applicable methods, procedures, tools, equipment, and standards.
• Define business requirements, coordinate resources, monitor timelines, and perform project planning.
• Oversee software lifecycle aspects including requirements documentation, configuration management, testing and test documentation of developed applications.
• Perform overall support for the Software Quality Assurance (SQA) activities for project applications.
• Review SQA documentation required by project functions for content and accuracy.
• Adhere to all CNS Cyber Security and SQA requirements, documentation, and procedures for all developed applications.
• Adhere to all CNS Change Management requirements.
• Analyze gaps in business processes and formulate both long-term and short-term solutions to ensure support of project goals and objectives.
• Arrange, prepare, and conduct meetings, workshops and presentations as required.
• Provide training to users on use software as required.
• Provide instruction to peers or customers as needed.
• Conduct annual performance reviews in accordance with approved procedures.
• Actively participate in the development of team’s goals/objectives
• Perform all work safely and with the utmost concern for the safety of self and other employees.
• Willing to work overtime or varying hours as needed.

Education and Experience Requirements:

• Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience​.

Required Knowledge, Skills, and Abilities:

• Experience designing and configuring data interfaces and exchanges to support the integration of data between systems.
• Experience with databases such as Oracle, MS SQL and the creation of procedures and jobs to manage refreshes of data to be available in applications and reports.
• Knowledge of software development methodologies, tools and processes including Software Development Methodology Framework including Agile and Waterfall, source code control, application development tools and techniques.
• Able to plan, schedule and manage implementation and migration efforts.
• Experience diagnosing and debugging application, database issues.
• Knowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles.
• General knowledge of web-based technologies including web page development and maintenance and web-based tools and utilities
• Strong problem solving and end-user support skills.
• Highly organized and a responsible time manager
• Excellent oral and written communication skills and the ability to document in written format technical processes in a clear and concise manner.
• Able to develop desktop instructions and procedures related to data management, data integration, data quality, automation planning, etc.
• Experience with Microsoft Office products, including Word, Excel, and PowerPoint
• Experience with Microsoft Power BI, Team Foundation Server (TFS), and Visual Studio Integrated Development Environment
• Experience with software utilized by UPF Startup and Construction, such as Tool Hound, Q4, and Process Director
• Ability to review and understand end-to-end IT work processes.
• Skill in working with customers to understand their requirements and expectations by asking questions and listening.
• Skilled at building and maintaining personnel and customer relationships.
• Effectively manage multiple priorities.
