What Learning and Organization Development (LOD) does:
We are part of the Human Resources department and provide training and development services for all divisions of the Metropolitan Council. We support employee learning by providing training, education, and development opportunities for Council employees. We also support the overall effectiveness of the organization by providing consulting services to managers and leaders. We reinforce organization strategy and initiatives that enable managers, leaders, and employees to engage and align to the business, mission, vision and strategy. We are responsible for supporting organizational processes and leading change management activities that are designed to create employee value proposition. We partner with customers to listen, assess, advise, create and deliver effective training and OD solutions. We believe in the potential of others.
How your work would contribute to our organization and the Twin Cities region:
The Leadership and Organization Development (LOD) Consultant will deliver organization development and learning services to individual, departmental and organizational clients. This person will identify performance improvement needs; design, recommend and implement appropriate Interventions to resolve identified issues in partnership with clients such as conflict resolution, coaching and team building; design and deliver programs and training for leadership, management, professional and technical skill development; design and facilitate strategic planning sessions; facilitate administering and providing feedback using a variety of assessment tools; and partner with other human resources specialists to integrate the delivery of human resources services and programs, ensure consistency in philosophies, and align with business unit goals.
- Provide organization development (OD) consultation to all levels of Council management to support agency strategic direction. Identify performance issues through interview, focus group, assessment and data collection and analysis. Research and implement appropriate OD models and tools for use in the design of recommended interventions. Contract with clients to identify project objectives, outcomes, timeline and measurement. Design interventions; coach clients; and provide process facilitation, change management resources and tactical support during implementation of interventions.
- Provide learning resources, tools, activities, workshops and programs to ensure that Council employees acquire and maintain the knowledge and skill needed for effective job performance. Conduct training needs assessment at the organization, department and individual levels. Analyze required employee knowledge and skill against actual performance to identify training needs. Write training objectives, select training methods/strategies, develop training content/materials, deliver training and evaluate training outcomes. Implement strategies to maximize adult learning in all training design.
- Research specific human resource development (HRD) concerns, making appropriate recommendations to management.
- Participate as a team member in the LOD work unit, LOD's Learning Institute team, LOD's OD team, HR consulting team and the Human Resources department as a whole.

- Master's degree with three (3) years of experience
- Bachelor's degree with five (5) years of experience
- Associate degree with seven (7) years of experience
- High school diploma/GED with nine (9) years of experience
- Experience in training: designing, developing, delivering, and evaluating learning programs that support organization objectives and are aligned with organization goals in both government and private industry, including blue-collar and union environments.
- Experience providing OD (Organization Development) consulting services, such as change management, team building, conflict resolution, strategic planning, coaching and goal setting to managers, work units and organizations in both government and private industry, including blue-collar and union environments.
- Experience working at all organizational levels, from senior management to individual contributors.
- Experience managing multiple learning and development and/or OD projects.
- Experience in electronic training (e-learning) design, development, and deployment.
- Certified in training and/or leadership development systems, such as Gallup's Strengths, Myers-Briggs Type Indicator, Social Styles, 360 assessments, Disc Profile, and EQ-i 2.0.
- Certified in other relevant training and/or leadership development systems not listed above.
- Experience facilitating groups.
- Experience promoting an equitable, positive, and respectful work environment that values culture and diversity among all employees
- Knowledge of organization development theory and practice.
- Knowledge of adult learning principles, training techniques and process facilitation.
- Knowledge of and experience in training or project evaluation and in administration and interpretation of assessments.
- Ability to design, develop, deliver, and evaluate learning programs that support organization objectives and are aligned with organization goals.
