This position is located in the Performance and Analytics Section (PAS) of the Office of the Under-Secretary-General in the Department of Operational Support (DOS). PAS supports the development implementation, monitoring and evaluation of frameworks for overall organization performance of the Department. The Programme Management Assistant will report to the head of section. In line with the Secretary-General's management reform report effective 01 January 2019 DOS will focus on operations, services, transactions and surge support to entities in weak environments. It will service and support the entire Secretariat - at Headquarters, the regional commissions and offices away from Headquarters and in the field.




Responsibilities

Within limits of delegated authority and depending on location, the Programme Assistant will be responsible for the following duties: • Provides assistance in support of the planning and implementation activities/processes for departmental programme/project initiatives, including governance. • Researches, compiles, analyses, summarizes, and presents information on specific programmes/project and related topics. • Assists in the coordination of governance planning and preparation; takes necessary action to ensure project documents are completed and approved in advance of meetings. • Assists in the preparation and analysis of Section & Office budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized. • Assists in the monitoring and evaluation of programmes/projects; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures. • Serves as focal point for coordination, monitoring and expedition of programme/project activities, including liaising with organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. • Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews. • Drafts correspondence and communications related to all aspects of programme/project administration. • Performs other duties as assigned.

Work Experience

A minimum of seven years of experience in programme or project administration, general administration, or related area is required. The minimum years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher. Experience providing administrative support, as well as managing and facilitating, senior leadership meetings is desirable. Experience in the application of governance programmes/projects best practices within an international organization is desirable. Experience using recruitment platforms, such as Inspira or similar is desirable.




Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.




Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
