Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

In this role, you will participate in subcontract administration with some possible formation. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements. #LI-CS1

Major Responsibilities:

Subcontract Management

  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties 
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance,  and other major matters 
  • Manages less complex contract changes by negotiating with customer personnel and obtaining settlement 
  • Communicates information programs to ensure mutual understanding of subcontract terms and conditions
  • Prepares periodic status reports for management 

Subcontract Formation 

  • Conforms and ensures subcontract execution 
  • Directs negotiation in the commitment of subcontracts 
  • Prepares bidders’ lists and pre-qualifies bidders 
  • Forms bid request packages and issues bid request packages to approved bidders 
  • Coordinates bidders’ questions and answers to those questions 
  • Receives bids and evaluates bids commercially 
  • Prepares Commercial Bid Summary and recommendations 
  • Recommends and secures approvals in accordance with established procedures 
  • Prepares subcontract documents for execution 
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters 
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules 
Education and Experience Requirements:
  • .Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Required Knowledge and Skills:
  • Demonstrated experience in formation and administration of construction related contracts is required.
  • Proficiency in phases of the formation and administration of contracts and contract agreements, including types, terms and legal requirements.
  • Skilled in working with and communicating effectively both orally and in writing with other project functional groups, including Project Management and other Service organization Leaders.
  • Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Basic knowledge of procurement regulations, policies, and practices. Strong ability to prioritize and stay organized.
