Duties

This is a Senior Executive Service (SES) position located in the Office of Enforcement and Compliance Assurance (OECA) at the U.S. Environmental Protection Agency (EPA) at Headquarters in Washington, D.C. The Office of Compliance reports to the Assistant Administrator of Enforcement and Compliance Assurance.

The Office of Compliance is responsible for the implementation and oversight of national activities related to five main areas of the U.S. EPA's enforcement and compliance assurance program. The Office of Compliance: serves as the lead for the national compliance assistance program designed to help regulated entities comply with environmental laws and regulations; develops policy, training, and tools for the national compliance monitoring program, which includes targeting, inspections, and investigations; develops and maintains all core compliance and enforcement data for the national program, including the modernization and integration of legacy data management systems; leads the strategic and annual planning processes and priority setting for the national compliance assurance program; and trains Federal, state, and local compliance and enforcement personnel in the enforcement of the Nation's environmental laws.

The Deputy Director serves as the alter ego of the Director and shares fully in the planning, organizing, directing, controlling, and coordinating of the Office of Compliance programs.

Specific duties may include, but are not limited to:

- Assisting the Director with exercising technical and administrative direction and control by helping to establish overall administrative operating policies, priorities, and procedures.
- Assisting the Director in evaluating the national compliance program and its activities, working collaboratively with the Director and other management to institute or eliminate policies or practices to achieve program goals.
- Developing and implementing policies for the Office of Compliance and assisting the Director in developing policies for the national enforcement and compliance program.
- Providing technical expertise and leadership to two national programs including regulation of the Wood Heaters Program under the Clean Air Act and the Good Laboratory Practices Program under the Toxics Substances Control Act.
- Representing the Director, OECA's Assistant Administrator, and Deputy Assistant Administrator to key officials from Congress, Office of Management and Budget, and other Federal agencies, state and local governments, public interest organizations, private industry, and other officials that are concerned with EPA and other government enforcement and compliance programs and activities.
- Providing oversight to the planning and execution of systems integration and modernization of all civil compliance and enforcement data systems.
- Assuring the OC is operating in compliance with Agency and regulatory requirements.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant.

ECQ 1 - LEADING CHANGE. Involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE. Involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN. Involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified.

TQ 1 - Demonstrated experience in planning, directing, implementing, and evaluating environmental enforcement and compliance assurance program activities.

TQ 2 - Demonstrated experience in developing and implementing studies, measures, dashboards, and reports using data to evaluate program performance and test new program tools.

This job does not have an education qualification requirement.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
