Accountant III

An Overview

The City of Alexandria’s Finance Department is looking for a detail oriented, experienced, and collaborative Accountant III to join our General Accounting team. As a member of the Accounting Division, the Accountant III is the full performance, non-supervisory lead Accountant classification. This classification is responsible for the City's most complex financial activities, requires minimal supervisory support, and acts as the functional lead for critical financial processes . The Accountant III administers significant financial process(s); provides guidance to other employees as part of the ongoing administration of financial processes; prepares complex financial reports; interprets and implements new accounting techniques; and resolves financial problems. Considerable independent judgment is exercised in managing critical financial processes, directing the work of a team, and applying financial theories and techniques. A substantial aspect of this classification involves advanced use of the City's ERP system, Munis. The work is performed under general supervision of the General Accounting Manager or the Financial Reporting Manager.

What You Should Bring

The ideal candidate is an expert in the field of public or governmental accounting and has experience successfully leading teams of financial professionals tasked with maintaining records on the financial operations of the City, preparing financial reports, preparing checks to fulfill City obligations and monitoring expenditures and revenues to determine budgetary compliance. Additional skills and abilities include:
Thorough knowledge of accounting theory, principles, and practice and their application to a wide variety of transactions and problem solutions; Ability to analyze complex financial information with attention to detail to accurately record transactions, assets and liabilities; Experience with GASB pronouncements and their applications, as well as preparation and analysis of financial statements in accordance with GAAP; Highly proficient in the utilization of Microsoft Office, specifically advanced skills in Excel and Word; Ability to lead and review the technical work of accountants and provide technical training to ensure staff can operate at an optimum level of independence and competence; Ability to navigate multiple tasks simultaneously, and respond to customer needs timely and effectively; Knowledge of local government financial operations and requirements; Ability to establish and maintain effective working relationships with all levels of management and external business partners.

The Opportunity - Examples of Work
Administers complex, critical financial processes as a subject matter expert in the general ledger, financial reporting, financial statement and single audits, and internal controls; Responsible for preparation of substantial portions of the Annual Comprehensive Financial Report (ACFR); Reconciles all funds and accounts; researches discrepancies, collects information, performs bank reconciliations, and reports findings to management; Prepares, designs, and implements fiscal impact reports to management regarding special projects; Conducts audits of City financial operations, procedures, and processes; Trains and advises other City financial professionals on methodology and process improvement; Analyzes results; monitors variances; identifies trends; and recommends actions to management; Develops and maintains process metrics, benchmarking data and reports, and conducts performance trending; Makes recommendations and participates in the development of updated financial practices and procedures; Participates in the testing of new procedures and system updates; Serves as lead consultant to departments regarding accounting, financial reporting, and other related matters; Participates in the management and oversight of citywide policies and procedures; Reviews and maintains current knowledge of laws, legislation, and policies that impact the City's performance in the areas of auditing, accounting, and fiscal work; Performs related work as required

About The Department

The City of Alexandria's Finance Department is a fast-paced, diverse, and customer service focused operation that is responsible for: the assessment, collection, and enforcement of all City taxes, the management of cash flow and investments, accounting for and reporting the City’s financial position, processing payroll, executing a fair and competitive procurement environment, assessing all real and personal property in the City, managing the City’s risk and safety programs, and managing the City’s pension plans. The Finance Department has seven divisions and in fiscal year 2025 is operating with a total budget of $15.6 million and 110 FTE positions.

The goal of the Finance Department is to treat all employees, residents, and business owners professionally, with fairness and compassion.

Minimum & Additional Requirements

Bachelor's degree in Accounting, Finance or closely related field from an accredited college or university; four years of relevant experience; completion of CPA, CGFM, CMA, CGMA, or other relevant professional financial certification; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

The starting salary range for this position is $69,144.66 to $96,932.16 (midpoint of the grade), based on qualifications and experience. The incumbent can eventually be awarded up to $121,682.08 (Step 20) with tenure and job performance.
