Duties

As a Supervisory Financial Management Specialist (Staff Associate for Budget), GS-501-14 MP , you will perform the following duties:
Identify, analyze, and resolve issues and problems encountered at any point in the budget process; assess the long- and short-term impact of various budgetary configurations and develop contingency strategies. Coordinate staff work across OISE, working directly and independently with OISE leadership to ensure accurate and timely responses to inquiries. Evaluate laws, orders, and bulletins and craft NSF-specific policies and directives that apply to all NSF Offices and Directorates, with potential implications on the United States' international relations - tracking U.S. foreign policy and communicating across the agency to ensure NSF compliance. Serve as the primary point of contact in the office - responsible for developing streamlined business and IT processes to improve efficiency, recordkeeping, and compliance. Serve as a first-level supervisor and perform supervisory tasks 25% of the time - plan, assign, and evaluate work; make hiring decisions; evaluate performance; determine training needs; and enact minor discipline.

You must be a US citizen. Selectee will be required to have a background investigation prior to onboarding. Selectee may be required to serve a 1-year probationary period. Selectee may be required to serve a 1-year supervisory probationary period. Additional Requirements:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

Qualifications

To qualify at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 grade level in the federal government overseeing budget and fiscal operations for an organization. Examples of experience include: planning and managing the formulation, justification, and execution of an organization's budget; assessing short- and long-term impacts of financial strategies for an organization.
In addition to meeting the specialized experience above, you must also possess the selective placement factor.

SELECTIVE PLACEMENT FACTOR : I have demonstrated experience evaluating laws, regulations, Executive Orders, and similar rules; and developing and/or updating organizational policies to ensure compliance.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
