Duties

The Administrative Program Specialist provides a variety of services related to human resources management, training, and development.

In this position you will:
Provide advice and guidance to supervisors and managers on personnel matters involving a range of requests for personnel actions including recruiting, selection processes, leave administration, pay, disciplinary issues, performance management and awards. Participate in the preparation of personnel action requests, tracks the status of personnel actions, and ensures that actions are properly completed. Research, analyze and apply Federal personnel management laws, regulations, policies and procedures in order to perform a wide range of personnel management duties. Participate in developing, reviewing, and revising unit personnel policies, procedures and work processes.

Qualifications

GS-11: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-09 level in the Federal Service or comparable pay band system. For this position specialized experience is defined as participating in personnel management processes; reviewing personnel actions for accuracy and completion; assisting and advising managers in the development of recruitment documents; and assisting in the development of policies and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Or Education:

GS-11: PhD. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., related to the position.
